Main features of the procedure: El procedimiento abierto, regulado en el artículo 156 de la Ley 9/2017, de Contratos del Sector Público, constituye el sistema ordinario de adjudicación, caracterizado por la libre concurrencia, permitiendo que todo empresario interesado pueda presentar una proposición sin necesidad de una selección previa de candidatos. Se rige por los principios de igualdad, transparencia y libre competencia establecidos en el artículo 132. La licitación debe ser objeto de publicidad conforme al artículo 135, mediante su publicación en el perfil del contratante y, en su caso, en la Plataforma de Contratación del Sector Público o en el Diario Oficial de la Unión Europea. Las proposiciones se presentan de forma simultánea y ajustadas a los pliegos, conforme a los artículos 139 y 157, respetando los plazos mínimos legalmente establecidos. La adjudicación se realiza sin negociación, en base a criterios objetivos previamente definidos, atendiendo a la mejor relación calidad-precio según el artículo 145. La valoración de las ofertas y la propuesta de adjudicación se regulan en el artículo 150, mientras que la adjudicación motivada se establece en el artículo 151. Finalmente, la formalización del contrato se regula en el artículo 153.
