La data prezentei, APIA deține un sistem informatic specific activitatilor pe care le desfasoara in directia gestionarii fondurilor europene si nationale destinate sprijinirii agriculturii. Modificarea permanenta si completarea manualelor cu proceduri si a politicilor europene si nationale care reglemen. politicile in domeniul agricol fac insa necesare atât adaptari, modificari si dezvoltari continue ale acestui sistem informatic, cât și servicii de mentenanță și întretinere, astfel incat el sa raspunda in permanenta nevoilor operative ale APIA.Obiectivul general al acordului cadru este mentinerea functionalitatilor sistemului informatic al APIA, respectiv, prestarea de servicii software de dezvoltare/extindere si suport tehnic pentru intretinerea sistemului informatic centralizat APIA in acord cu modificarile legislatiei europene si nationale pentru asigurarea gestionarii corecte (administrare, control, plata) a subventiilor in domeniul agriculturii, conform Polticii Agricole Comune.Totodata, se urmareste asigurarea suportului tehnic necesar utilizarii in parametri normali de functionare a sistemului.Serviciile care se propun a fi achizitionate constau, pe de o parte, în realizarea de servicii de dezvoltare software pentru realizarea de noi functionalitati ale Sistemului IT sau de extindere a celor existente, iar pe de alta parte constau în prestarea de servicii cu caracter de regularitate, respectiv, servicii de suport tehnic, mentenanta corectiva si administrare pentru sistemul informatic, prestate în vederea rezolvarii eventualelor disfunctionalitati care pot apare în operarea sistemului, conform caietului de sarcini, dupa cum urmeaza: I. Servicii lunare de suport pentru exploatarea sistemului informatic, respectiv servicii de call Center, administrare baze de date, administrare servere de aplicatie si mentenanta,II. Servicii de dezvoltare de functionalitati/module noi si actualizarea sistemului informatic existent SI-APIA, in acord cu modificarile regulamentelor europene si nationale, respectiv schimbarilor organizationale
Durata acordului-cadru: Durata în luni: 36 de luni.Acordul cadru se va încheia cu un singur operator economic . Calendarul estimativ de aplicare a procedurii de atribuire a acordului-cadru: Se estimeaza ca Ac. cadr se va aplica în per: febr 2019 -febr 2022. Estimam ca se vor atribui câte 20 de ctr. subs/an. Se estimeaza ca pe parcursul celor 3 ani ai acordului cadru, sa existe mai multe ctr subs de valoare maxima ce se pot desfasura in paralel cat si o serie de ctr sub de valoare mai mica. Descrierea detaliata a serviciilor care se solicita a fi realizate, precum și cerințele tehnice ale serviciilor, sunt prezentate în Caietul de sarcini.Operatorii economici pot solicita clarificari cu un numar de 16 zile inainte de data limita de depunere a ofertelor.Autoritatea contractantă va răspunde solicitărilor de clarificări in a 11-a zi inainte de termenul limita de depunere a ofertelor.

Description of the procurement
Descrierea serviciilor si cerintelor solicitate se regaseste in Caietul de sarcini. Se estimeaza prestarea urmatoarelor cantitati de servicii:
• Cantitatea maxima estimata de servicii care urmeaza a fi achizitionate pe toata durata acordului-cadru se regaseste în Anexa 4 la caietul de sarcini - Cantitati minime si maxime estimate,
• Cantitatea minima estimata de servicii care urmeaza a fi achizitionate pe toata durata acordului-cadru se regaseste în Anexa 4 la caietul de sarcini - Cantitati minime si maxime estimate,
• Cantitatea maxima de servicii care se preconizeaza a fi achizitionate pe durata celui mai mare contract subsecvent care va fi atribuit pe durata acordului-cadru, se regaseste în Anexa 4 la caietul de sarcini - Cantitati minime si maxime estimate,
• Cantitatea minima de servicii care se preconizeaza a fi achizitionate pe durata unui contract subsecvent care va fi atribuit pe durata acordului-cadru, se regaseste în Anexa 4 la caietul de sarcini - Cantitati minime si maxime estimate,
Ctr. subs care se vor atribui in derularea acordului sunt de aceeasi natura unele cu altele si cuprind aceleasi tipuri de servicii respectiv de mentenanta si de dezvoltare. Cantit de servicii de dezvoltare software pentru realizarea de noi functionalitati ale Sistemului IT sau de extindere a celor existente sunt cuantificate in zile/om., (man/days), iar cantit de servicii cu caracter de regularitate, lunare, sunt cuantificate in abonamente de servicii. Valoarea totală maximă estimată a acordului cadru este 80.514.219,26 lei fără TVA şi corespunde cantit maxime de servicii care urmează a fi achiziţionate pe toată durata acordului-cadru. Fată de această valoare estimată, se vor elabora şi evalua ofertele din punct de vedere financiar. Valoarea maximă estimată a celui mai mare contr subs dintre cele care se vor atribui pe durata acordului-cadru este de 14.063.119,00 lei fără TVA, şi corespunde cantităţii maxime de servicii pt. cel mai mare ctr subsecvent
