Value of all contracts awarded in this notice: 1,00 EUR
Direct award:
Justification for direct award: Extreme urgency brought about by events unforeseeable for the buyer
Other justification: Iarnród Éireann - Irish Rail (IÉ) has an extremely urgent need to protect and build operational resilience in the IÉ signalling network and to mitigate immediate and increasing risks arising from obsolescence issues in the existing signalling and train control system located within the Centralised Traffic Control (CTC) building at Connolly Station, Dublin. The existing signalling and train control system located within the CTC building at Connolly Station, Dublin - which dates from the 1980s (controlling approximately 60% of the IÉ signalling network) and within the local control centres located across the network - is life expired, is at capacity and therefore does not meet existing requirements or allow further expansion of the system to support IÉ’s capital investment programme. A project commenced in 2020 to replace the existing technology and to deliver a modern integrated National Train Control Centre to meet the needs of the Infrastructure Manager and Railway Undertakings, both now and in the foreseeable future. However, in the intervening period and as the project progresses, concerns have escalated in relation to the resilience of the existing signalling and train control system and following a recent failure of the system on Friday 29th May 2026, it is clear that this must be addressed as a matter of extreme urgency. Having considered potential options for addressing the immediate obsolescence risks, IÉ has concluded that the deployment of the proprietary Siemens WestCAD solution provides the shortest timeline to mitigating these increasing risks since it is already deployed and operational in the IÉ network, thus allowing for the most expeditious delivery of the essential interventions. In contrast, an alternative solution would require development from an early stage, including integration with existing signalling and telecommunications networks, the establishment of a dedicated test facility, and provision of an operators training environment prior to commissioning. The Siemens WestCAD is the only technical solution currently available in the market that is capable of meeting IÉ’s urgent requirements. For this reason, IÉ has entered into an agreement with Siemens Mobility Limited, without a prior call for competition, for the extension of their proprietary WestCAD technology. The agreement will allow for the implementation of essential and urgent interventions to mitigate increasing obsolescence risk by providing operational resilience to the existing signalling and train control network and facilitating further expansion of the system, where deemed necessary to protect the resilience of the network and support the capital investment programme.
Direct award:
Justification for direct award: The contract can be provided only by a particular economic operator because of an absence of competition for technical reasons
Other justification: The Siemens WestCAD is the only technical solution currently available in the market that is capable of meeting IÉ’s urgent requirements.
