Justification for the accelerated procedure: fundamenta-se na necessidade de garantir a continuidade ininterrupta dos serviços especializados de Cibersegurança – Serviços de SOC e Gestão de Vulnerabilidades abrangidos pelo presente procedimento, na sequência da impossibilidade de renovação, por facto não imputável à Entidade Adjudicante, do contrato anteriormente celebrado, e da necessidade de assegurar, a partir de 1 de julho de 2026, níveis adequados de segurança, disponibilidade e integridade dos sistemas de informação da Segurança Social. Atendendo ao termo do contrato atualmente em vigor em 30 de junho de 2026 e aos prazos legais de avaliação, adjudicação e outorga do contrato, o prazo normal de 30 dias previsto no n.º 1 do artigo 136.º do CCP mostra-se incompatível com a celebração do contrato em tempo útil, razão pela qual se recorre à redução para 15 dias ao abrigo do n.º 3 do mesmo artigo.
