Title: Zustellung Wien alternative Zustelldienstleister (Los 3)
Description: Zu Los 3 dürfen sowohl alternative Zustelldienstleister als auch Unternehmen anbieten, die auch das Los 2 und/oder das Los 1 anbieten; es dürfen also auch die Unternehmen Los 3 anbieten, die auch Universaldienstleistungen anbieten. Diese Universaldienstleister können Los 3 entweder selbst oder über einen Subdienstleister erbringen. Der Einsatz eines Subunternehmers zu Los 3 verstößt nicht gegen das Verbot der „Weitergabe des Auftrags an Dritte“. Zu Los 3 wird im Allgemeinen, insbesondere im Folgenden von „alternativen Zustelldienstleister“ gesprochen, aber damit sowohl alternative Zustelldienstleister als auch Universaldienstleister (mit oder ohne Subunternehmer) angesprochen. Umfasst sind Sendungen bis zu einem Gewicht von 20 Gramm, zugestellt ohne Zustellnachweis. Die geschätzte Jahresgesamtmenge in Wien (1. bis 23. Bezirk) beträgt ca. 1.400.000 Briefsendungen pro Jahr. Es handelt sich dabei um einen unverbindlichen Schätzwert, der der Kalkulation der Bieter dient. Ein Anspruch auf Erreichung dieser Menge wird nicht begründet. Davon sind zunächst die – abhängig von der Leistungsfähigkeit des alternativen Zustelldienstleisters – abdeckbaren Sendungen durch einen oder mehrere alternative Zustelldienstleister zu erbringen; die verbleibende Restmenge ist über einen Universaldienstbetreiber zuzustellen.
