Title: TARJOUSPYYNTÖ: Lapin hyvinvointialueen vainajien siirtokuljetuspalvelut
Description: Lapin hyvinvointialue (asiakirjoissa "hankintayksikkö", "tilaaja" tai Lapha) pyytää tarjouksia vainajien siirtokuljetuspalveluista Lapin hyvinvointialueella tämän tarjouspyynnön ja sen liitteiden mukaisesti. Vainajien siirtokuljetuspalvelut sisältävät vainajien kuljetuksia hyvinvointialueen omista yksiköistä, ostopalveluina tuotetuista yksiköistä, kotisairaalapalveluiden hoidosta ja vainajan kotoa/menehtymispaikalta hyvinvointialueen määrittelemään toimipaikkaan, pääsääntöisesti lähimpään vainajien säilytystilaan. Lisäksi kuljetuksiin kuuluvat vainajien siirtokuljetukset lääketieteellisen kuolemansyyn selvittämiseksi Lapin keskussairaalaan Rovaniemellä tai Länsi-Pohjan sairaalaan Kemissä. Tarvittaessa myös muita hyvinvointialueen tarvitsemia vainajien siirtokuljetuksia voidaan hankkia sopimuskaudella. Hankinta on jaettu osa-alueisiin paikkakunnittain (21 osa-aluetta). Kokonaishankinnan jakaminen on toteutettu jakamalla hyvinvointialueen maantieteellisen alueen mukaiset paikkakunnat osa-alueiksi. Hankinnassa voi tarjota yhdelle tai useammalle osa-alueelle ja jokaiselle osa-alueelle solmitaan lähtökohtaisesti omat hankintasopimukset. Tarjoaja voi siis valita mille paikkakunnalle/pakkakunnille eli osa-alueelle tarjouksen jättää. Osa-alueiden tarkemmat tiedot löytyvät kohdista “osia koskevat tiedot” sekä “hankinnan kohteen kriteerit”. Hankinnan ennakoitu kokonaisarvo (arvio) on kaikki osa-alueet huomioituna 1 400 000euroa (alv 0%) 48 kuukauden hankintajaksolla laskettuna.

Main features of the procedure: Tarjouskilpailussa noudatetaan julkisista hankinnoista ja käyttöoikeussopimuksista annettua lakia (1397/2016, "hankintalaki"). Sopimuksiin sovelletaan tilaajavastuulakia (1233/2006). Hankinta suoritetaan avoimella menettelyllä, jossa hankintayksikkö julkaisee hankintailmoituksen ja asettaa saataville tarjouspyynnön liitteineen, jonka perusteella kaikki halukkaat alan toimijat voivat tehdä tarjouksen tai tarjouksia (eri osa-alueille). Hankinta on jaettu osa-alueisiin, joista jokaiselle valitaan osa-alueen kokonaistaloudellisesti edullisimman tarjouksen tehnyt Palveluntuottaja sopimuskumppaniksi. Eri osa-alueita voidaan yhdistää samalle sopimukselle, jos sama Palveluntuottaja tulisi valituksi useammalle kuin yhdelle osa-alueelle sopimuskumppaniksi. Tämä tarkoittaa, että saman Tuottajan kanssa solmittaisiin mahdollisesti vain yksi sopimus, joka kattaa kaikki osa-alueet, joille Tuottaja on valittu sopimuskumppaniksi kilpailutuksen perusteella. Tarjousten vertailuperusteena on kokonaistaloudellinen edullisuus, missä hankinnassa asetetut laatuvaatimukset on huomioitu osana palveluille ja tuotteille asetettuja vähimmäisvaatimuksia. Lisäksi tarjousvertailussa vertaillaan vähimmäistason ylittävän laadun osalta laatutekijöitä, jotka täyttämällä voi saada lisäpisteitä laatuvertailuun. Tarjousten vertailutietona käytetään tarjousten kokonaisvertailuhintaa (osa-alueittain) sekä vähimmäistason ylittävän laadun laatupisteitä (osa-alueittain). Tarjoaja voi tehdä vain yhden tarjouksen per osa-alue. Saman tarjoajan rinnakkaistarjouksia samalle osa-alueelle ei hyväksytä, vertailuhinnaltaan kalliimpi suljetaan ulos tarjouskilpailusta. Tarjoaja voi antaa osa-alueelle oman itsenäisen tarjouksen, jonka lisäksi se voi olla mukana yhteenliittymässä, joka tarjoaa samaa osa-aluetta. Näitä ei lueta saman tarjoajan rinnakkaistarjouksiksi. Tilaaja voi keskeyttää hankintamenettelyn osittain tai kokonaan todellisesta ja perustellusta syystä missä tahansa hankintamenettelyn vaiheessa, hankintalaki 125 §. Tarjouksen tekemisestä tai muusta menettelyyn osallistumisesta ei makseta tarjoajille korvausta. Tarjouskäsittelyn menettelyvaiheet ovat seuraavat: Hankintayksikkö 1) Avaa tarjoukset tarjousajan päättymisen jälkeen 2) Tarkastaa tarjoajan soveltuvuutta koskevat vastaukset 3) Tarkastaa tarjousten tarjouspyynnön mukaisuuden 4) Vertailee tarjoukset osa-alueittain ja tarkistaa pisteytyksen 5) Tekee hankintapäätökset osa-alueittain ja antaa päätökset tiedoksi 6) Toteutetaan sopimusvalmistelut valittujen Palveluntuottajien kanssa 7) Hankintasopimus solmitaan valitun/valittujen Palveluntuottajien kanssa Hankintasopimus ja sopimuskausi alkaa vasta kirjallisesti (sähköinen allekirjoitus käytössä) toteutetun sopimuksen allekirjoittamisen ja solmimisen jälkeen. Ennen sopimuksen allekirjoittamista odotetaan laissa säädetty odotus- ja muutoksenhakuaika hankintapäätösten tiedoksiannosta laskettuna.

Additional information: Hankintayksikkö kohtelee hankintamenettelyyn osallistuvia ja muita toimijoita tasapuolisesti ja syrjimättömästi sekä toimii avoimesti ja suhteellisuusperiaatteet huomioon ottaen. Sopimuskausi on suunniteltu alkavaksi loppuvuodesta 2026 tai vaihtoehtoisesti 1.1.2027. Varsinainen sopimuskausi päättyy 31.12.2029 (yhteensä noin 36kk). Aloitusaikataulu on arvio ja sopimus syntyy vasta kirjallisen sopimuksen allekirjoittamisella. Sopimus voidaan allekirjoittaa myös ennen sopimuskauden alkamista, jolloin se alkaa vasta suunnitellusti sopimuksessa sovitusta päivämäärästä lukien. Sopimus päättyy ilman eri irtisanomista merkittynä sopimuskauden päättymispäivänä. Varsinaisen sopimuskauden lisäksi, hankinta sisältää kaksi (2) mahdollista yhden (1) vuoden mittaista optiokautta ajalle: - 1.1.2030-31.12.2030 (12kk) ja - 1.1.2031-31.12.2031 (12kk). Yhteensä koko hankintasopimuskausi olisi noin 60kk eli 5 vuotta. Optiokausien käyttöönotto on tilaajan oikeus, ei velvollisuus, ja siitä ilmoitetaan Palveluntuottajalle viimeistään kolme (3) kuukautta ennen kulloinkin edeltävän sopimuskauden päättymistä. Hankintaan optiona varattujen osa-alueiden (osat 18., 19., 20. ja 21.) osalta hankintasopimuskaudet alkavat arviolta vuoden 2028 aikana (arvioidut ajankohdat 1.1.2028 tai 1.6.2028). Näiden osa-alueiden sopimuskaudet päättyvät optiokausien käyttöineen samalla rytmillä kuin muidenkin osa-alueiden ajankohtaan 31.12.2031. Katso tarkemmat tiedot osien 18., 19., 20. ja 21. tiedoista. Huomiona, että hyvinvointialue varaa hankintasopimuskauden päättymisajankohtana oikeuden tarvittaessa jatkaa osa-aluekohtaisia sopimuksia väliaikaisesti siihen asti, kunnes hyvinvointialue on saanut käyttöönsä palveluita koskevan uuden kilpailutetun hankintasopimuksen taikka järjestänyt vastaavien palveluiden hankinnan käyttöönsä jollain muulla tavoin.
