Procedure
TitleElectronic security platform (prequalification).
DescriptionThe aim of this process is to procure a framework agreement that ensures the contracting authority the right to enter into call-off agreements for a future orientated system within electronic security, as well as service, support and maintenance. A contract shall be signed with one tenderer. The objective of the system is to ensure: reliable and continual physical security with real time notifications for efficient event handling, transparent, user friendly and efficient system administration and management, intuitive handling of access cards, users and access levels, high degree of operational security and traceability. The contracting authority intends to avoid supplier binding for both a software platform and physical access equipment. The system shall therefore be supplier independent and it shall be based on open or industry standard technologies. It is a prerequisite for signing the contract that the tenderer signs a security contract before signing the contract, see the template for a security agreement without supplier clearance from the National Security Authority (NSM). There are strict requirements for security in the requirement specification. The contracting authority has a separate framework agreement for locks and fittings, this is therefore not included in this procurement. The following systems are currently used: Camera monitoring: Milestone XProtect Pro+; shall be continued with integration into the new platform. Access control: AMAG Symmetry; shall be replaced in this procurement. Burglar alarm: Acre SPC; shall be replaced in this procurement. Existing systems must be kept in operation until the new system is fully installed, tested and taken over. The replacement is planned to be carried out in stages, property for properties throughout the contract period.
