Title: Servicios de consultoría y asistencia técnica en materia de gestión de riesgos y seguridad ferroviaria para Ferrocarrils de la Generalitat Valenciana.
Description: La Ley 7/2018, de 26 de marzo, de la Generalitat, de seguridad ferroviaria, establece la creación de la Agència Valenciana de Seguretat Ferroviaria, como autoridad responsable en los términos previstos en la Directiva 2004/49/CE del Parlamento Europeo y del Consejo, de 29 de abril de 2004, sobre la seguridad de los ferrocarriles comunitarios. Entre otras, es responsabilidad de la Agència Valenciana de Seguretat Ferroviaria, emitir las autorizaciones para las puestas en servicio de sistemas o subsistemas ferroviarios, que sean parte de la red autonómica ferroviaria administrada y operada por FERROCARRILS DE LA GENERALITAT VALENCIANA. En este sentido FERROCARRILS DE LA GENERALITAT VALENCIANA debe dar respuesta a los requerimientos de la Ley, así como al cumplimiento de su propio Sistema de Gestión de la Seguridad. FGV y su personal técnico del Área de Seguridad no dispone de recursos humanos suficientes para absorber el volumen creciente y la especialización técnica requerida para el apoyo experto en la aplicación y evolución del SGS, el ejercicio del rol de Experto en Gestión de Riesgos (EGR) en los procesos de gestión de cambios, y el mantenimiento y actualización del Mapa de Riesgos corporativo. Por otro lado, FGV no dispone de la acreditación como Asesor Independiente se Seguridad (ISA) ni de AsBo (Risk Assesment Body), requisito indispensable para dar cumplimiento a determinados procesos establecidos en la Ley 7/2018 de 26 de marzo de Seguridad Ferroviaria. En consecuencia, resulta necesaria la contratación de servicios especializados que permitan garantizar el cumplimiento de la normativa vigente, asegurar la adecuada tramitación de los expedientes de puesta en servicio y mantener la correcta aplicación del Sistema de Gestión de la Seguridad, contribuyendo así a la continuidad segura del servicio público ferroviario. El Lote 1 (Consultoría Safety) tiene por objeto la prestación de servicios de asistencia técnica especializada en materia de seguridad ferroviaria, destinados a apoyar al Área de Seguridad en la Circulación de FGV en el desarrollo, implantación, mantenimiento y mejora continua del Sistema de Gestión de la Seguridad. El Lote 2 (Informes ISA y ASBO) tiene por objeto la prestación de servicios de evaluación independiente de la seguridad, mediante la emisión, según proceda en cada actuación, de informes ISA (Independent Safety Assessor) y de informes ASBO (Assessment Body), de conformidad con la normativa vigente y con los procedimientos establecidos en el Sistema de Gestión de la Seguridad de FGV.
