Title: Mikkelin veturitallialue - Pilaantuneen maan vastaanotto
Description: Mikkelin kaupunki pyytää tarjouksia Mikkelissä, katuosoitteessa Ratakatu 7, sijaitsevan entisen veturitallialueen massanvaihtona suoritettavista pilaantuneen maan vastaanotosta. Tilaajana hankkeessa toimii Mikkelin kaupunki. Vastaanottokustannuksista vastaavat Mikkelin kaupunki ja VR-Yhtymä Oyj. Hankinnan kohteena ovat Mikkelin veturitallialueen pilaantuneen maa-aineksen käsittely ja vastaanotto. Vastaanottoaika on arviolta lokakuusta 2026 - heinäkuuhun 2027. Mahdollinen maiden läjittäminen/kuivattaminen voi vaikuttaa vastaanottoaikaan kunnostusurakan edetessä. Hankinta liittyy kiinteästi urakkaan Mikkelin veturitallialue - Pilaantuneen maaperän kunnostus. Tarjouspyyntö on ehdollinen, ja hankinta toteutuu siihen varattujen määrärahojen, myönnettävien lupien ja PIMA päätöksen sekä veturitallien pilaantuneen maaperän kunnostusurakan puitteissa. Vastaanottoon tuotavat jätejakeet on yksilöity tarjouspyyntöasiakirjoissa. Hankinnan ennakoitu arvo ylittää palveluhankintojen EU-kynnysarvon 216 000 euroa (alv. 0 %). Hankinnan arvo muodostuu urakan aikana kaivettavien pilaantuneiden maa-ainesten määristä, niiden jakautumisesta eri jätejakeisiin ja jätejaekohtaisista vastaanottokustannuksista. Arviot määristä on esitetty tarjouspyyntöasiakirjoissa. Määrät eivät ole tilaajaa sitovia, tilaajalle ei muodostu määräostovelvoitetta eikä velvollisuutta toimittaa arvioituja massamääriä. Palveluntuottajalle ei muodostu hankinnan kohteena olevaan palveluntuotantoon yksinoikeutta. Hankinta on jaettu osiin vastaanotettavien jätejakeiden mukaan. Osiin jakaminen mahdollistaa tarjoajien osallistumisen kilpailutukseen vastaanottopaikkojen ja -kapasiteettien sekä ympäristölupien puitteissa. Hankintayksikölle osiin jakaminen mahdollistaa kokonaistaloudellisesti edullisimman vaihtoehdon valinnan jätejakeittain, maa-aineisten vastaanottoon ja kuljettamiseen liittyvät kokonaiskustannukset huomioon ottaen. Massojen kuvaus on esitetty liitteessä 3 Mikkelin veturitallialueen vastaanottotarjouspyynnön massojen kuvaus. Tulostaulukot on esitetty liitteessä 3.1 ja valokuvat liitteessä 3.2. Tarjotut hinnat tulee täyttää liitteenä olevalle tarjouslomakkeelle (liite 4). Tarjouslomakkeelle tarjoajan tulee täyttää tarjoajaa ja vastaanottopaikkaa koskevat tiedot sekä tarjoamansa arvonlisäverottomat jätejaekohtaiset yksikköhinnat siten, kuin ne on lomakkeella pyydetty. Tämän lisäksi tarjoajan tulee syöttää tarjouslomakkeen arvonlisäveroton vertailuhinta € / t tarjoukselle sille varattuun paikkaan. Tarjoaja vastaa siitä, että tarjoukselle syötetty hinta vastaa tarjouslomakkeen hintaa. Täytetty tarjouslomake (excel) tulee ladata tarjoukselle sille varattuun kohtaan. Kilpailutuksen perusteella perustetaan puitejärjestely, johon valitaan yksi pilaantuneen maa-aineksen vastaanottopalveluja tuottava palveluntuottaja jokaista jätejaetta kohden. Massojen vastaanotoista tehdään tilaussopimukset. Tilaaja pidättää itsellään oikeuden hylätä perustellusta syystä kaikki tehdyt tarjoukset. Tarjouksista valitaan jätejakeittain kokonaistaloudellisesti vertailuhinnan perusteella edullisimmat tarjoukset. Vertailuhintaan lasketaan kuormakohtainen punnitusmaksu, tiedonsiirto SIIRTO-rekisteriin, vastaanottomaksu ja kuljetushinta. Tilaaja pidättää oikeuden lisähankintaan, joka olennaisesti liittyy hankinnan kohteena olevaan palveluntuotantoon. Tilaaja pidättää oikeuden olla kokonaan tilaamatta vastaanottopalvelua, mikäli jotakin jätejaetta ei todeta kunnostusurakan aikana eikä vastaanottopalvelulle siten ole tarvetta.

Vertailuhinnan laskeminen jätejakeittain: Vertailuhintaan laskentaan punnitusmaksut ja SIIRTO-rekisterin tiedonsiirto yhteen kuormaan mahtuvan tonnimäärän (38 t) mukaisesti jaettuna. Kuljetushinta lasketaan kertomalla yhdensuuntaisen matkan kilometrimäärä kohteesta vastaanottolaitokseen kuljetushinnalla. Vertailuhintaan vaikuttavana kuljetushintana käytetään seuraavan luettelon mukaisia hintoja koko matkalle (ei nousuhintana): Yhdensuuntainen matka kohteesta vastaanottolaitokseen (km) • 0 - 20 km o Kuljetushinta 0,19 €/t/km • > 20 - 80 km o Kuljetushinta 0,18 €/t/km • > 80 km o Kuljetushinta 0,17 €/t/km Kuljetusmatka mitataan lyhintä mahdollista reittiä kohteesta vastaanottopaikaan.
