Justification for the duration of the framework agreement: Wij sluiten met één (1) onderneming een raamovereenkomst af. Deze gaat in op 1 december 2026 en duurt 72 maanden. Hierna kunnen wij de overeenkomst tot twee (2) maal toe met 24 maanden verlengen. De investering in winterdienstmaterieel kent een economische levensduur die de standaardduur van vier jaar aanzienlijk overschrijdt, te weten elf jaar. Daarnaast heeft de opdrachtgever hoge duurzaamheidsdoelstellingen gesteld. Een langere looptijd stelt inschrijvers in staat deze investeringen verantwoord af te schrijven, wat resulteert in een betere prijs-kwaliteitverhouding. Gezien het kritische karakter van gladheidsbestrijding is continuïteit van materieel en dienstverlening essentieel. Een langere looptijd voorkomt operationele risico’s die ontstaan bij frequente leverancierswisselingen. Standaardisatie van materieel is noodzakelijk voor efficiënte inzet, onderhoud en opleiding van personeel. Een langere looptijd ondersteunt deze uniformiteit en voorkomt inefficiënties.
