Dans un premier temps il n’est demandé aux entreprises qu’une candidature afin d’être ou non agréé pour entrer dans le vivier de fournisseurs qui seront consultés ultérieurement en fonction du besoin de l’acheteur. Lors de la survenance du besoin, l’acheteur peut alors consulter l’ensemble de ces fournisseurs ou d’autres qui pourront s’y rajouter et conclure un marché spécifique avec celui qui propose l’offre économiquement la plus avantageuse.

Additional information: Le présent système d’acquisition dynamique est ouvert jusqu’au 31 décembre 2029 à 12h00 (midi). La date limite de dépôts des premières candidatures, avant envoi du premier marché spécifique est fixée au 22 août 2025. Les prestations sont réparties en 4 catégories. Les candidats ont la possibilité de candidater à une ou plusieurs catégories. Pour chaque catégorie, plusieurs opérateurs économiques peuvent être agrées. Le nombre par catégorie n’est pas limité. Lorsqu’un besoin est identifié, l’acheteur consulte les entreprises agréées en vue de la conclusion d’un marché spécifique. Le délai laissé pour remettre une offre pour les entreprises agréées intéressées ne pourra être inférieur à 10 jours. La formalisation de la commande intervient après analyse des offres et du processus de validation administrative. Les entreprises consultées devront être en capacité de maintenir leur offre pendant un « délai de validité des offres » qui sera indiqué par l’acheteur lors de chaque consultation. Chaque marché spécifique précisera la forme des prix. Actions d'insertion par l'économie et l'emploi : En application de l’article L2112-2 du code de la commande publique, le système d'acquisition dynamique (SAD) comporte dans le cadre de son exécution une clause d’insertion sociale obligatoire de 35 heures d’insertion par an pour l’achat et location de 5 véhicules pour un même attributaire, quel que soit le lot. La date de prise en compte de cette obligation commence à partir du premier jour de la location et/ou l’achat du 5ème véhicule. Une clause d’insertion sociale obligatoire pourra être ajoutée en sus en fonction des opportunités des marchés spécifiques (selon le nombre de véhicules et durée).
