Description: Hankinnan kohteena ovat tässä tarjouspyynnössä ja sen liitteissä kuvattujen vaatimusten mukaiset ajopuvut, jalkineet ja oheistuotteet Suomen poliisin sekä Ahvenanmaan poliisiviranomaisen käyttöön. Hankinta toteutetaan yhteishankintana, johon osallistuu Poliisihallituksen lisäksi valtakirjalla Ahvenanmaan poliisiviranomainen. Ahvenanmaan poliisiviranomainen on toisena asiakasosapuolena hankintasopimuksella. Tarjouspyyntö on jaettu viiteen (5) itsenäiseen osa-alueeseen. Tuotteita koskevat vaatimukset on esitetty tarjouspyynnön liitteissä 1-5. Tarjouspyynnön liite 1 koskee moottoripyörä- ja ATV-ajoasuja ja oheistuotteita, liite 2 koskee moottorikelkka-ajoasuja ja oheistuotteita, liite 3 moottorikelkkahaalaria, liite 4 pitkää toppatakkia ja liite 5 veden- ja tuulenpitävää moottoripyörä-/ATV-kangaspukua.

Main features of the procedure: Hankinnassa noudatetaan lakia julkisista hankinnoista ja käyttöoikeussopimuksista (1397/2016). Hankintamenettelynä käytetään lain 32 §:n mukaista avointa menettelyä. Tarjoaja voi jättää tarjouksen yhdelle tai useammalle hankinnan osa-alueelle. Tarjouspyyntöasiakirjat ovat saatavilla vain suomen kielellä. Tarjoajan halutessa asiakirjat muulla kielellä, käännättäminen ja siitä aiheutuvat kustannukset ovat tarjoajan itsensä vastattavina. Asiakirjojen käännättämiseen kuluva aika ei lisää tarjousaikaa. Tarjouksen laatimisesta, jättämisestä, esittelystä tai muusta menettelyyn osallistumisesta ei makseta tarjoajille korvausta. Tarjoaja vastaa itse sille tarjouskilpailuun osallistumisesta aiheutuvista kustannuksista. Hankintamenettelyn kulku pääpiirteittäin tarjousten määräajan päätyttyä on seuraava: 1. Tarjousten avaaminen; 2. Tarjoajien soveltuvuuden tarkastaminen; 3. Tarjousten tarjouspyynnön mukaisuuden tarkastaminen; 4. Tarjousten vertailu; 5. Hankintapäätöksen teko ja tiedoksianto; 6. Tarjoajan soveltuvuutta koskevien selvitysten tarkastaminen tarjouskilpailun voittajalta; 7. Hankintasopimuksen viimeistely ja allekirjoittaminen.
