Justification for the duration of the framework agreement: Motivatie voor afwijking van de standaardlooptijd van vier jaar: De aard en omvang van de opdracht rechtvaardigen een langere contractduur dan de gebruikelijke vier jaar. Voor een effectieve uitvoering van de dienstverlening zijn zowel aan de zijde van Opdrachtgever als aan de zijde van Opdrachtnemer aanzienlijke investeringen noodzakelijk. Deze investeringen hebben betrekking op de implementatie van de dienstverlening, de inrichting en optimalisatie van processen, systemen en werkafspraken, het opbouwen van een kwalitatief en duurzaam leveranciersnetwerk en het waarborgen van een continue en betrouwbare beschikbaarheid van geschikte inleenkrachten. Gelet op de benodigde investeringen, de complexiteit van de implementatie en het belang van continuïteit en kwaliteit van de dienstverlening, wordt een looptijd van zes jaar als proportioneel en doelmatig beschouwd.
