Ørsted has an ongoing need for procuring different types of civil works and services in relation to Ørsted’s projects on Danish grounds, including e.g., power plant projects, carbon capture (“CCx”) projects, and other large scale industrial projects related to the energy sector. Ørsted wishes to estab-lish a qualification system with a pool of qualified suppliers, that can be invited to specific tenders concerning procurement of such civil works deliveries and services and execution of civil works.
The Qualification System is divided into six categories as further described in section 2, including:
(1) Harbour works
(2) Earth works and terrain regulations
(3) Buildings, concrete, reinforced concrete and foundations
(4) Electrical installations
(5) Demolitions/decomposition of buildings
(6) Industry and process piping
The Applicants are encouraged to provide the below information about the Applicants’ experience with performance of civil works/services in the scope of the specific category for which the Appli-cants wish to be admitted. The information may be provided in the Response Template and/or part IV of the eESPD.
The Applicants are encouraged to provide the following information:
• Information about the category which the Application is for
• Title and location of the contract/project
• Name of employer
• Description of the contract/project
• General scope of supply and the Applicant’s role, including type of project, e.g., turn-key, main contractor, early involvement, etc. For contracts that are not yet completed, Applicants should state which works have been completed prior to the date of Application to the Qualifi-cation System.
• Period of execution (contract start date (month/year), work completion date (month/year)).
It is a minimum requirement that Applicants for each category for which the Applicants wish to be admitted demonstrate relevant experience with the scope of the specific category for which the Applicants wish to be admitted, cf. below.
Category 1 – Harbour works
• The Applicant must demonstrate experience with establishment of harbour constructions and installations and experience in maintenance and repair of harbour constructions.
Category 2 – Surveys, excavation works, drainage works, piling and sheet piling
• The Applicant must demonstrate experience with performance of surveys, excavation works, drainage works, piling and sheet piling related to establishing constructions and installations under ground level or at harbour areas.
Category 3 – Buildings and building foundations
• The Applicant must demonstrate experience with erection of or expansion or reconstruction of existing industrial buildings and building foundations.
Category 4 – Electrical Installations
• The Applicant must demonstrate experience with the establishment of new and changing of existing low and high voltages installations at industrial sites such as on a power plant or other production sites.
Category 5 – Demolition/decomposition of buildings
• The Applicant must demonstrate (i) experience with demolition or decomposition of buildings on an industrial scale such as in the power plant industry or production sites, and (i) experience with disposal and handling or recycling of waste and experience with obtaining permissions and approvals from authorities in this regard.
Category 6 – Industry and process pipes
• The Applicant must demonstrate experience with power plant pipe installations based on steam, water, gas, oil, or air (pneumatic systems), including erection of new pipe systems and maintenance of existing power plant pipe installations.
This notice is regarding works under the qualification system. A similar TED notice has been issued regarding services, as some of the categories under this qualification system cover both works and services.
Complaints about not having been qualified must be filed with the Complainants Board for Public Procurement (Klagenævnet for Udbud) within 20 (twenty) calendar days from the day after the day when the Contracting Entity has notified the applicants in question about the result of the qualification, provided that the notification contains a short statement of relevant reasoning behind the decision. The complainant must notify the Contracting Entity in writing of the filing at the latest when complaint is filed.
