SOLVA werd aangesteld door de Hulpverleningszone Zuid-Oost als bouwheer. De opdracht omvat alle prestaties die noodzakelijk zijn voor een volledige en kwalitatieve realisatie van het project, binnen het vooropgestelde budget en binnen de opgelegde timing. De inschrijver, later opdrachtnemer houdt rekening met de verplichting dat het project gerealiseerd moet zijn uiterlijk tegen 17 april 2029.
