Justification for the duration of the framework agreement: De raamovereenkomst heeft een looptijd van zes (6) jaar. Deze looptijd is proportioneel en passend gelet op de aard en omvang van de opdracht en is gebaseerd op de volgende overwegingen: - Uit marktinformatie blijkt dat opdrachtnemers voor de uitvoering van de opdracht investeren in materieel, gereedschappen, software en de inrichting van de dienstverlening, waarvoor een langere afschrijvingstermijn gebruikelijk is; - De uitvoering van het onderhoud aan de openbare verlichting vraagt om een efficiënte inrichting van processen, een zorgvuldige opbouw en actualisatie van areaalgegevens en een goede afstemming met de gemeentelijke organisatie; - Een langere contractduur draagt bij aan de continuïteit van de dienstverlening, beperkt de administratieve lasten en aanbestedingskosten voor zowel de gemeente als de opdrachtnemer en bevordert een doelmatige uitvoering van de onderhoudswerkzaamheden. Gelet op deze omstandigheden acht de gemeente een looptijd van zes jaar objectief gerechtvaardigd en proportioneel.
