Justification for the duration of the framework agreementThe framework agreement will be announced for 5 years due to a need for security clearance and an expected long clearance period in the start-up phase of the Norwegian Defence Security Department for the personnel who are not security cleared and possibly suppliers who do not have supplier clearance. The users of the framework agreement need security and stability in the implementation of the contract, and it involves security cleared personnel who can carry out the work in a real four year period. The choice of duration is pursuant in the public procurement regulations § 26-1 fourth paragraph.
