Justification for the accelerated procedure: Potrzeba niezwłocznego wyłonienia wykonawcy/ców zachodzi z uwagi na konieczność zachowania ciągłości realizacji usług mających charakter bieżący, sezonowy oraz wpływających na bezpieczeństwo użytkowników dróg. Brak zawarcia umowy w możliwie najkrótszym terminie może skutkować: - pogorszeniem widoczności na skrzyżowaniach, przejściach dla pieszych oraz przy znakach drogowych wskutek nadmiernego rozrostu roślinności, - ograniczeniem bezpieczeństwa ruchu drogowego poprzez zasłanianie oznakowania pionowego, - utrudnieniem utrzymania wymaganych skrajni drogowych, - zwiększeniem ryzyka kolizji drogowych wynikających z ograniczonej widoczności, - zagrożeniem pożarowym, - pogorszeniem stanu zieleni w związku z niewykonaniem zabiegów pielęgnacyjnych w odpowiednich terminach, - zwiększeniem kosztów realizacji usług w późniejszym okresie z uwagi na konieczność wykonywania prac interwencyjnych, - pogorszeniem estetyki przestrzeni publicznej oraz jakości terenów rekreacyjnych, - zwiększeniem liczby zgłoszeń mieszkańców dotyczących niewłaściwego utrzymania zieleni. Usługi utrzymania zieleni mają charakter sezonowy. W okresie intensywnej wegetacji tempo wzrostu roślin powoduje konieczność wykonywania zabiegów pielęgnacyjnych w ściśle określonych terminach. Opóźnienie rozpoczęcia realizacji zamówienia prowadzi do kumulacji prac, obniżenia jakości ich wykonania oraz wzrostu kosztów po stronie Zamawiającego. Skrócenie terminu składania ofert pozwoli na sprawniejsze przeprowadzenie postępowania i zawarcie umowy bez naruszania zasad konkurencji, przy jednoczesnym zapewnieniu ciągłości wykonywania usług mających istotne znaczenie dla bezpieczeństwa ruchu drogowego, utrzymania infrastruktury komunalnej oraz właściwego gospodarowania mieniem publicznym.
