Additional information: Négociation du marché Dans le but de parfaire leur offre, CLAH se réserve le droit d'engager une négociation avec les offres économiquement les plus avantageuses, pouvant porter sur tous les éléments de leur offre, notamment sur le prix. À l'issue des négociations, le pouvoir adjudicateur demandera à chacun des candidats de présenter une dernière et meilleure offre dans un délai qui sera précisé dans l'invitation à remettre une offre finale. Les candidats ayant remis des offres inappropriées, irrégulières ou inacceptables pourront ne pas être éliminés d'emblée. Cependant, les offres qui, au terme de la négociation, demeurent inappropriées, irrégulières ou inacceptables seront rejetées. La négociation est conduite dans le respect du principe d'égalité de traitement de tous les candidats. Les informations données aux candidats ne peuvent être de nature à avantager certains d'entre eux. Le pouvoir adjudicateur ne peut révéler aux autres candidats des solutions proposées ou des informations confidentielles communiquées par un candidat dans le cadre de la négociation, sans l'accord de celui-ci. Toutefois, le pouvoir Adjudicateur pourra attribuer le marché sur la base des offres initiales sans négociation. Modalités de financement et de paiement -Le financement est fait sur le budget de CLAH voté chaque année, paiement par virement bancaire. -Le délai global de paiement ne pourra excéder 30 jours -Le taux des intérêts moratoires est égal au taux d'intérêt appliqué par la Banque centrale européenne à ses opérations principales de refinancement les plus récentes, en vigueur au premier jour du semestre de l'année civile au cours duquel les intérêts moratoires ont commencé à courir, majoré de huit points de pourcentage. Le montant de l'indemnité forfaitaire pour frais de recouvrement est fixé à 40 euros. -Les crédits nécessaires au financement de l'opération sont inscrits dans les comptes de CLAH. -Financement sur fonds propres -Taux de l'avance si les conditions sont remplies : 15 % pour chacun des lots - Suretés : 5% par lot - Pour l’ensemble des lots : prix forfaitaire actualisables
