Description: Przedmiotem zamówienia jest zakup pierwszego wyposażenia dla Szpitalnego Oddziału Ratunkowego – sprzęt medyczny i meble. Szczegółowy opis przedmiotu zamówienia, zawiera załącznik nr 2a do SWZ - specyfikacja techniczno – eksploatacyjna dla poszczególnego zadań osobno. Szczegółowe wymagania dotyczące realizacji zamówienia zostały określone we wzorze umowy oraz specyfikacji techniczno-eksploatacyjnej stanowiącymi odpowiednio załącznik nr 5 do SWZ i załącznik nr 2a do SWZ. Wszystkie wymagania określone w SWZ i dokumentach wskazanych powyżej stanowią wymagania minimalne, a ich spełnienie jest obligatoryjne. Niespełnienie ww. wymagań minimalnych będzie skutkować odrzuceniem oferty jako niezgodnej z warunkami zamówienia na podstawie art. 226 ust. 1 pkt 5 ustawy Pzp. Zamawiający dopuszcza składanie ofert częściowych na 3 zadania. Wykonawca może złożyć ofertę na dowolną liczbę zadań, zgodnie z Zał. nr 2 do SWZ stanowiącym formularz asortymentowo – cenowy. Justification for the accelerated procedure: Zamawiający, działając na podstawie art. 138 ust. 2 ustawy z dnia 11 września 2019 r. Prawo zamówień publicznych, skraca termin składania ofert z uwagi na wystąpienie pilnej potrzeby udzielenia zamówienia. Przedmiot zamówienia obejmuje dostawę wyposażenia dla Szpitalnego Oddziału Ratunkowego, którego modernizacja została zakończona, a uruchomienie oddziału uzależnione jest od zapewnienia kompletnego wyposażenia medycznego i użytkowego niezbędnego do prowadzenia działalności leczniczej. Niniejsze postępowanie dotyczy zadań uprzednio unieważnionych w ramach postępowania nr DZP/29/2026/BK z uwagi na brak ofert lub odrzucenie wszystkich złożonych ofert. Konieczność ponownego przeprowadzenia postępowania powoduje ryzyko dalszego opóźnienia w uruchomieniu lub pełnym funkcjonowaniu Szpitalnego Oddziału Ratunkowego. Zamawiający zobowiązany jest do zapewnienia niezwłocznej gotowości operacyjnej oddziału oraz ciągłości udzielania świadczeń zdrowotnych w zakresie ratownictwa medycznego. Brak realizacji zamówienia w możliwie najkrótszym terminie może skutkować ograniczeniem funkcjonalności oddziału, utrudnieniem organizacji pracy personelu medycznego oraz negatywnie wpływać na bezpieczeństwo zdrowotne pacjentów. Konieczność pilnego udzielenia zamówienia wynika z obiektywnej potrzeby zabezpieczenia świadczeń zdrowotnych oraz zapewnienia pełnej funkcjonalności Szpitalnego Oddziału Ratunkowego, co stanowi istotny interes publiczny. Zamawiający, mając na uwadze również rynkowe terminy dostaw specjalistycznego sprzętu medycznego i wyposażenia, podejmuje działania zmierzające do maksymalnego skrócenia czasu niezbędnego do uruchomienia oddziału, przy jednoczesnym zachowaniu zasad uczciwej konkurencji i równego traktowania wykonawców. Skrócenie terminu składania ofert do 15 dni ma charakter proporcjonalny i jest niezbędne dla zapewnienia sprawnego udzielenia zamówienia oraz niezwłocznego uruchomienia Szpitalnego Oddziału Ratunkowego.
