Justification for the duration of the framework agreement: De gemeente acht een looptijd langer dan vier jaar daarom noodzakelijk om de publieke doelstellingen van duurzame participatie, taalverwerving en maatschappelijke zelfredzaamheid van inburgeraars te realiseren. De uitvoering van de opdracht vraagt substantiële investeringen van aanbieders in gekwalificeerd personeel, methodieken, onderwijslocaties, kwaliteitsborging, samenwerking met gemeenten en ketenpartners en de inrichting van passende onderwijsprogramma's. Een langere looptijd biedt opdrachtnemers de mogelijkheid deze investeringen verantwoord terug te verdienen en draagt bij aan de continuïteit, kwaliteit en doelmatigheid van de dienstverlening. Een kortere looptijd zou leiden tot hogere uitvoeringskosten en een grotere administratieve belasting. Hierdoor is sprake van een objectieve rechtvaardiging voor afwijking van de gebruikelijke maximale looptijd van vier jaar voor raamovereenkomsten.
