TitleCWS Circulating Water Pumps (Concrete Volute)
DescriptionThe scope of work for this package consists of design, furnish material, fabricate, test, and deliver (9) vertical concrete volute pumps (based on U.S. and European Materials, Codes and Standards) for each of the three nuclear power plants (NPPs) planned for the Poland AP100 Project. The Circulating Water Concrete Volute Pump, pumps brackish Baltic Sea water to remove heat from the main condensers in a once through cooling system configuration. There are 9 total concrete volute pumps for the project site (3 x 33% per unit) with a rated flow of 21.3 m3/s (76,668 m3/hr), pump head of 22.5m, and design life of 60 years. There shall be physical model testing and shop performance testing on the pump. NOTE: The estimates provided above are APPROXIMATE only. The intent is to give bidders an idea of the scale of the project. Deadline (Pre-qualification Submittal): September 2026 (Forecast – Subject to change) RFQ Document Issuance: November 2026 (Forecast – Subject to change) Supplier Proposals Due: January 2027 (Forecast – Subject to change) Order Award Date: April 2027 (Forecast – Subject to change) * After completion of the design submittals, the company is placed on hold until release for fabrication. The timing of the release is based on required fabrication and delivery lead times. Additional information1. Experienced and qualified Companies are invited to provide a proposal for design, materials, fabricate, test, deliver and provide a competent service engineer to assist and supervise the installation and startup of the CWS Circulating Water Pumps (Concrete Volute) (Bechtel Goods & Services Code MPVW) for the Poland Nuclear Power Plant. The scope of work shall include design, material/equipment that meets scope of work, specification, and other purchase order requirements. Delivery may be performed by either Bechtel or company, as determined by Bechtel. Interested companies must register/update their Company's information in Bechtel's iSupplier portal at https://supplier.becpsn.com/supplier/. If Company has any questions or to express interest in bidding this requirement, Company shall notify Bechtel’s Contact Person. At that point, Bechtel shall provide the interested party the Poland Prequalification Questionnaire where interested party would complete with response to Bechtel for review. Bechtel notes that previous proven capabilities and experience of similar scale and complexity will be mandatory, and additional documentation / evidence may be required. 2. The pre-qualification criteria shall be included in the prequalification questionnaire, examples thereof include demonstration of (i) experience in furnishing similar Concrete Volute Circulating Water Pumps in past or current projects, (ii) availability of equipment/personnel/facilities to fabricate the scope (e.g. Facilities for welding, machining, hydrostatic testing, nondestructive examination, and performance testing) (iii) compliance to quality requirements and ISO 9001: 2015 or quality program that is comparable to ISO 9001 (to be approved by Bechtel and PEJ), (iv) compliance to certification of legally mandatory requirements, (v) financial standing (solvency), and (vi) verification of organizational capabilities. Shop visits to perform supplier surveys or audits prior to RFQ issuance may be required. 3. Upon Bechtel’s evaluation of your response to the Poland Prequalification Questionnaire, Bechtel will notify if your Company meets, conditionally meets, or does not meet the prequalification requirements that closely match the requirements. Your Company's submission of Prequalification Questionnaire does not automatically qualify your Company to be a pre-qualified Company for this Scope. Bechtel reserves the right to exclude any of the following from this Competitive Bidding process: a. any economic operator that is directly or indirectly owned or controlled by an entity from a country not covered by the Government Procurement Agreement ("GPA") with the EU; or b. economic operators who rely in the Competitive Bidding process on capacities of any entities from countries not covered by the GPA with the EU. Such decision of Bechtel shall not be subject to complaint. 4. Each prequalified Company will be required to execute a Non-Disclosure Agreement (NDA). 5. Companies meeting the prequalification criteria and who have executed the NDA will be invited to submit the proposals for the CWS Circulating Water Pumps (Concrete Volute). 6. The Request for Quotation (RFQ) shall include the proposal questionnaire(s), scope of work, specifications, drawings, data sheets, terms and condition, award, and schedule data. The RFQ shall be issued via Bechtel’s Digital Supply Chain System automation tool. Supplier User Guides: https://www.bechtel.com/supplier/#registration-Info 7. Proposal may be provided in EURO, PLN, USD. Furthermore, the RFQ will be requested as Unit Pricing per vertical concrete volute pumps. 8. Award(s) will be made to the responsive and responsible company whose proposal meets the requirements of the RFQ and provides a technically acceptable proposal. Consideration of the following key criteria, together with cost, will determine the final decision for award(s), which will be detailed further in the Bid Document(s) and during the RFQ phase. a. Schedule The evaluation factors to determine the selected proposal shall be based on the commercial factors that impact overall cost, such as freight, proximity to project site, Carbon Border Adjustment Mechanism (CBAM) requirements, payment terms, performance and payment securities, and insurance. Buyer may divide the award among more than one Supplier if this is in the best interest of Buyer. The Supplier must specifically list in their proposal all the country(ies) of origin for each major component. All materials must meet the requirements of the applicable codes and specifications of the RFQ. 9. Any Companies that do not meet the legally mandatory compliance requirement will be excluded. 10. The procedure for the Company to gain access to classified information, as required, will be subject to compliance with the executed NDA, Applicable Export Laws, Applicable Laws, and Applicable Safeguards Laws which will be included in the RFQ document. 11. The Customer shall be responsible for monitoring the Contractor’s compliance with the competitive procedure. Thus, the Contractor shall transmit any complaint received to the Customer. The Customer reserves the right to audit of the Contractor’s selection of subcontractors under the competitive procedure, in line with the requirements of the Prime Contract. The Company shall certify that (i) is not subject to Sanctions, and (iii) do not present a threat to the security interests of the Poland, in particular that they are not (a) a Russian national, or a natural or legal person, entity or body established in Russia or (b) a legal person, entity or body whose proprietary rights are directly or indirectly owned for more than fifty percent (50%) by an entity referred to in point (a) of this Section or (c) a natural or legal person, entity or body acting on behalf or at the direction of an entity referred to in point (a) or (b) of this Section. The Company shall confirm that all subcontractors of any tier will provide that they are not subject to any of criterion mentioned above as a part of the Proposal. The Company shall also confirm that no Iron and Steel products are subject to EU import ban, including those processed from third party, are used in furnishing the requested product. “Sanctions” shall mean measures aimed at maintaining or restoring international peace and security enacted by the United Nations and/or the European Union and/or the Poland and/or the US, or any such sanctions law applicable to the Company or undertaking relating to or in connection with this submittal of Prequalification Questionnaire or undertaking's, such as sectoral measures, economic and financial measures, or measures introduced against countries (embargoes), natural or legal persons or groups or non-state entities (blocking measures). Any Companies that do not meet the legally mandatory compliance requirements, as specified above, will be excluded.
