Title: Accompagner la mobilité des allocataires du RSA pour faciliter leur retour à l'emploi : accompagnement au passage du code, du permis de conduire, mise à disposition de véhicules et ateliers de sensibilisation à la mécanique
Description: Chaque lot fera l'objet d'une attribution séparée. Les prestations sont réglées par des prix unitaires. La loi du 1er décembre 2008, généralisant le RSA et réformant les politiques d'insertion, confirme le Département comme chef de file de l'insertion sociale et professionnelle des allocataires du RSA. Le Département finance et garantit la mise en oeuvre du dispositif Revenu de solidarité active (RSA), poursuivant un objectif de retour à l'emploi pour une majorité des allocataires concernés. A ce titre, il verse une allocation subsidiaire et accompagne les allocataires du RSA dans leur projet d'insertion, selon leur situation et leurs besoins, à travers trois parcours d'accompagnement : professionnel / socio-professionnel / social. Le Département compte au 31 décembre 2025 6 325 allocataires du RSA. Les personnes accompagnées peuvent rencontrer des problématiques constituant un ou plusieurs freins dans leur retour à l'emploi (mobilité, santé, bas niveau de qualification, illectronisme…). Les allocataires du RSA sont ainsi orientés vers un référent de parcours par les DTAS (direction territoriale d'action sociale). Ce professionnel met en oeuvre au travers d'un accompagnement personnalisé tous les moyens dont il dispose pour lever les freins à l'insertion socio-professionnelle de l'allocataire. Il peut ainsi mobiliser différents types d'aides et faire appel à des référents d'étapes pouvant proposer des accompagnements spécifiques (mobilité, formation…). En Ardèche, le manque de mobilité des allocataires du RSA et des demandeurs d'emploi est le principal frein à la reprise d'un emploi. Les causes de ce manque de mobilité sont multiples : difficulté d'assurer la totalité du financement d'un permis de conduire, absence de mode de déplacement individuel (voiture particulière), transports collectifs insuffisants et éloignés du lieu de résidence, ou pas de solutions accessibles et alternatives comme le covoiturage et ne répondant pas toujours aux divers besoins de mobilité des publics, coûts d'entretien des véhicules... Cela induit en Ardèche une utilisation de la voiture bien supérieure à la moyenne nationale (69% des actifs au niveau national contre 84,2% en Ardèche). Sans véhicule, il est plus difficile de trouver un emploi, d'accéder aux soins, aux services sociaux, à la vie sociale. Passer le permis de conduire et pouvoir accéder à un véhicule sont une nécessité. Le Département a voté le 12 décembre 2025 son nouveau Plan départemental d'insertion Ambition Travail 07 sur la période 2026-2028, dont une partie est consacrée à des mesures visant à lever les freins à la mobilité des allocataires du RSA. Ce contexte amène le Département de l'Ardèche à recourir à la passation d'un marché public en direction des acteurs de la mobilité solidaire pour accompagner les allocataires du RSA à passer le code, le permis de conduire, à accéder à la mise à disposition de véhicules de location solidaire et bénéficier d'une formation de sensibilisation à la mécanique automobile. Il est découpé en lots géographiques correspondants aux quatre directions territoriales d'action sociale du Département (Nord, Centre, Sud-Ouest, Sud-Est). La participation financière des allocataires du RSA ne devra pas dépasser 40 euro(s) pour le code et le permis de conduire et la caution demandée pour la mise à disposition d'un véhicule est plafonné à 700 euro(s)
