Les visites facultatives (voir détail article 1.8 du RC) sont prévues le : - CHIC : 25/08 et 03/09 à 10h00 - CHIV : 18/08 et 01/09 à 10h00 Le marché ne comporte pas de variante, pas de PSE. Le marché est conclu pour une période de 5 ans à compter du 1er janvier 2027 à 0 heure et expirera le 31 décembre 2031 à 24 heures pour l’ensemble des établissements. Le financement est exécuté sur les fonds propres du CHIC et du CHIV. Critère 1 – 40 points – Valeur financière de l’offre : prix de l’annexe financière Critère 2 – 50 points – Les différentes garanties et définitions, pour chaque lot, sont notées de 1 à 3, selon leur conformité aux besoins exprimés dans le cahier des charges, sur la base de l’analyse de l’amplitude des garanties, le nombre et la portée des exclusions, le montant des capitaux proposés : 1 : inférieur au standard du CCTP 2 : strictement conforme au standard du CCTP 3 : supérieur au standard du CCTP Critère 3 – 10 points – RSE (Responsabilité sociétale et environnementale). Les candidats renseigneront l’annexe RSE jointe dans le dossier « Annexes techniques » Dans le cadre de cette procédure concurrentielle, le candidat peut, si celui-ci s'estime lésé, présenter, devant le tribunal administratif de Melun, un référé précontractuel conformément aux dispositions des articles L551-1 à L552- 12 du Code de justice administrative jusqu'à la signature du marché. Le candidat peut également présenter devant le tribunal administratif de Melun, un référé contractuel prévu aux articles L551-13 à L551-23 du Code de justice administrative et pouvant être exercé dans les délais prévus à l'article R551-7 du Code de justice administrative. Un recours pour excès de pouvoir, prévu aux articles R421-1 à R421-7 du Code de justice administrative peut être exercé dans les deux mois suivant la notification ou publication de la décision du pouvoir adjudicateur. Un recours de pleine juridiction est ouvert aux tiers justifiant d'un intérêt lésé, et peut être exercé dans les deux mois suivant la date à laquelle la conclusion du contrat est rendu publique.
