In masura în care solicitarile de clarificari sau informatiile suplimentare au fost adresate în termenul prevazut în anuntul de participare, respectiv cel mai tarziu cu 19 zile inainte de data limita de depunere a ofertelor, Entitatea contractanta va raspunde in mod clar si complet tuturor solicitarilor de clarificari sau informatiilor suplimentare in a 11-a zi inainte de termenul limita stabilit in anuntul de participare pentru depunerea ofertelor, conform prevederilor art. 172 din Legea nr. 99/2016. Entitatea contractanta va raspunde doar la solicitarile de clarificari adresate de operatorii economici pana la termenul stabilit, conform prevederilor art. 29, alin. 3) din HG 394/2016.

Additional information
Intreaga documentatie de atribuire este disponibila in SEAP. Mentionam faptul ca pentru vizualizarea documentatiei de atribuire incarcata in SEAP, operatorii economici trebuie sa aiba instalat un program necesar vizualizarii fisierelor semnate electronic, acest program fiind disponibil pe site-urile de internet ale furnizorilor de semnatura electronica. Operatorii economici care descarca prezenta documentatie de atribuire direct din atasamentul la anuntul de participare publicat in SEAP au obligatia de a urmari in SEAP atasarea diverselor comunicari facute de Entitatea Contractanta urmare a unor solicitari de clarificare cerute de unii potentiali ofertanti.
In masura în care solicitarile de clarificari sau informatiile suplimentare au fost adresate în termenul prevazut în anuntul de participare, respectiv cel mai tarziu cu 19 zile inainte de data limita de depunere a ofertelor, Entitatea contractanta va raspunde in mod clar si complet tuturor solicitarilor de clarificari sau informatiilor suplimentare in a 11-a zi inainte de termenul limita stabilit in anuntul de participare pentru depunerea ofertelor, conform prevederilor art. 172 din Legea nr. 99/2016. Entitatea contractanta va raspunde doar la solicitarile de clarificari adresate de operatorii economici pana la termenul stabilit, conform prevederilor art. 29, alin. 3) din HG 394/2016.
Solicitarile de clarificari privind Documentatia de atribuire din partea operatorilor economici interesati, si implicit raspunsurile aferente din partea Entitatii contractante, se vor transmite exclusiv prin intermediul SEAP, confom art.172, alin. 3 din Legea 99/2016 si a Notificarii emisa de ANAP in data de 06.09.2016.
Ofertantii nerezidenti vor prezenta traduceri autorizate in limba romana ale tuturor documentelor solicitate in prezenta documentatie de atribuire.
Se va completa DUAE pentru ofertantul unic, fiecare membru al Asocierii /subcontractant / tert sustinator, dupa caz. SEAP va genera automat fisierul DUAE in format .xml si il va atasa fara ca utilizatorii sa aiba posibilitatea sa-l modifice direct sau sa-l stearga. Pentru completarea DUAE, operatorul economic (individual sau membru al asocierii; tert/i sustinator/i si/sau subcontractant/i) trebuie sa detina un cont activ in SEAP (respectiv fiecare participant la procedura: membrii asocierii, tertul/ii sustinator/i si/sau subcontractantul/ii trebuie sa detina acest cont activ). In vederea completarii DUAE se vor respecta instructiunile prevazute in ghidul de utilizare DUAE – Informatii pentru Operator Economic, disponibil pe platforma SEAP.
