Description of the method to be used if weighting cannot be expressed by criteria: The Contracting Authority will award the contract to the Tenderer offering the best value for money. To assess the best value for money, the ‘lowest acceptable bid’ assessment method will be used. Under this method, the Contracting Authority will initially apply the weighted factor method. Subsequently, tenders with a ‘too low’ (fail) quality score are eliminated, and the tenderer who remains eligible for the contract after this step and offers the lowest price is deemed to have submitted the tender with the best price-quality ratio. In practical terms, this means that only tenderers with a ‘pass’ score for quality are assessed on the basis of the lowest price. Tenderers who achieve a fail will not be assessed on price in accordance with knockout requirement 3; they are, in effect, knocked out.
