Main features of the procedure: Op het verlenen van de Concessie zijn de Wet personenvervoer 2000 (Wp2000) en het Besluit personenvervoer 2000 (Bp2000) alsmede de Verordening (EG) Nr.1370/2007 van toepassing. Deze Aanbestedingsleidraad geldt als een aanbestedingsreglement in de zin van artikel 50 van de Wp2000. Op het aanbesteden c.q. het verlenen van de OV-concessies zijn de Wp2000, het Besluit personenvervoer 2000 (Bp2000) en de Verordening (EG) 1370/2007 over openbaar personenvervoer per spoor en over de weg (PSO verordening) van toepassing. De Aanbestedingswet 2012 is op deze aanbesteding niet van toepassing. In deze aanbesteding zoekt de Gemeente wel aansluiting bij de in Deel 2 van de Aanbestedingswet 2012 beschreven uitsluitingsgronden. Verwijzing naar artikelen uit de Aanbestedingswet 2012 betekent evenwel uitdrukkelijk niet dat die wet van toepassing is op deze Aanbesteding. Beste prijs-kwaliteitverhouding

Additional information: Nota bene: het betreft een volledig digitale aanbesteding via TenderNed. Dit betekent onder andere dat in beginsel alle communicatie via TenderNed verloopt. De aanbestedende dienst heeft deze technische mogelijkheid niet willen sluiten, omdat er zich lopende een aanbesteding altijd prangende vragen kunnen voordoen, ook na de daarvoor in de planning opgenomen momenten. Dit doet er echter niets aan af dat de planning zoals opgenomen in de aanbestedingsdocumenten en/of nota’s van inlichtingen leidend is voor het verloop van de procedure.
