Proiectul presupune reabilitarea si modernizarea soselei de centura a municipiului Targoviste si extinderea sa pe 4 benzi, acolo unde este posibil, pentru a asigura infrastructura de baza in vederea cresterii cererii de transport in regiunea centrala a judetului Dambovita si pentru a oferi o ruta ocolitoare viabila departe de centrul municipiului. De asemenea se urmareste si reabilitarea podurilor si pasajelor aflate pe traseul inelului de centura: pasaj superior Petru Cercel, modernizarea si dublarea podului peste raul Ialomita la Teis, pasajul superior pe DN 71 in zona Targoviste Nord si podul peste Ialomita la Valea Voievozilor precum si constructia unui pod pe drumul de legatura, peste canalul istoric (drumul de legatura pe malul drept al raului Ialomita intalneste la km 1+600 Canalul Istoric din zona adiacenta Gradinii Zoologice din municipiul Targoviste).
