Justification for the accelerated procedure: W przedmiotowym postępowaniu zaistniała obiektywna i pilna potrzeba udzielenia zamówienia. Wynika ona bezpośrednio z konieczności zapewnienia zabezpieczenia warunków bytowo-szkoleniowych dla pracowników wojska, oraz żołnierzy zarówno polskich jak sojuszniczych (komponent wojsk USA) i jest rezultatem przyznania środków finansowych na zakup dopiero w połowie roku. Powyższe środki finansowe muszą zostać bezwzględnie rozliczone i zafakturowane do końca roku budżetowego. Pozostawienie standardowego 35 dniowego terminu składania ofert spowoduje, że proces wyboru wykonawcy , podpisanie umowy, produkcja i dostawa mebli przesunie się poza rok budżetowy co uniemożliwi realizację zamówienia . Przedmiotem zamówienia są standardowe i powszechnie dostępne meble, a SWZ nie zawiera barier technologicznych . Wykonawcy działający na rynku w branży meblarskiej to profesjonaliści dla, których 15 dni jest okresem w pełni wystarczającym na skalkulowanie ceny i złożenie oferty.
