The system shall mainly be used for two functionalities:

1. to collect data and related the data to TenneT’s Legal entities, Projects and locations as well as to the team of supplier who managed the waste material in an audit proof way. The functions include:

• Whole chain of waste: Waste management that realizes the tracking of waste along the whole waste disposal and re-use chain.
• Progress tracking: the ability to track that data is submitted on time for all legal entities, projects, locations and suppliers.
• Data capturing Upload, bulk-upload, metadata management (including automated handling), of waste data. and the ability to export data to the TenneT data platform and consolidation platform.
• Administration and configuration, e.g. access & roles, user/privileges management, notifications, set up of Legal entities, projects and locations.
• Support processes: traceable workflow-based user transactions, in order to prove an audit trail
• Interfaces to several current and future systems of TenneT and its Suppliers to enter data and to export data to the TenneT data platform and consolidation platform. For smaller suppliers the ability to be able to enter data manually/ upload with Excel would be a plus.

2. Legal system and update service in line with ISO management system requirements.

• Legislation, rules and norms: TenneT already has a legal register and update service in place for its German entities. It now seeks a legal register and update service for its Dutch entities. TenneT is the electricity grid and system operator in the Netherlands. It has a large number of physical locations and building projects. We look for support for compliance with laws, regulations, including environmental license, ISO and NEN norms. For environmental licenses it is also OK if it can be entered by TenneT itself.
• Notification on new or changes in laws, regulations and or norms The system should provide regular updates on what is new or changed. It should make it easy for the user to understand what was previously required and what is the new requirement. It should also indicate the date at which the new requirement should be implemented.
• Guidance on what needs to be implemented to be compliant. It would be a plus if the system can highlight what is required to be compliant in easy words.
• Support compliance tracking and evaluation The system should allow users to mark the status of implementation. Users should be able to use the system to evaluate the overall level of compliance and be able to track mitigation measures.
• Administration and configuration, e.g. access & roles, user/privileges management, notifications, set up of Legal entities, projects and locations.

Furthermore, TenneT aims to develop for more CSRD topics the ability to collect data. TenneT wants to gain insights into the service portfolio regarding software/service modules and components that support Health safety and environmental management. This should include the traditional HSE scope like incident, risk and audit management, contractor safety management as well as modules that support safety culture and behavior change (e.g behavior based safety observations).

The system shall adhere to IT security, data protection, and compliance standards of the TenneT group, which are mainly derived from established industry standards.

The provisioning of the system is subject to defined service levels to guarantee high availability of documents and collaboration means for time-critical large projects.

Requested services include:

• Preparation of a detailed Software-as-a-Service or on premise and system requirements spe-cification
• Implementation / installation of the system
• Testing
• Provision of systems and supporting tools for migration and transition
• Provision of the legal, regulations and norms update service
• System specific technical and conceptual support for the migration of documents and data from the current collaboration systems
• Maintenance and operation services
• Provision of licenses for all components of the Software-as-a-Service (e.g. including database)
• TenneT expects to receive data on waste of app. 1000 suppliers
• Cooperation with the application service provider
• Training and support desk
