Justification for the duration of the framework agreement: De opdracht wordt aan maximum vier (4) leveranciers gegund en per leverancier is er dus één (1) raamovereenkomst. De winnaar krijgt ongeveer 40% van het geraamde volume; nummer twee krijgt ongeveer 35% van het geraamde volume. 15% van het geraamde volume zal onder nummer drie en nummer vier naar eigen inzicht worden verdeeld die afhangt van de medische situatie/klinische omstandigheid en wordt bepaald door de medisch specialist. De overige 10% van het geraamde volume dient in het geval van bijzondere medische situaties (klinische omstandigheid) waarbij naar eigen inzicht andere producten en/of andere leverancier mag gebruikt worden indien de medisch specialist dit nodig acht bij de patiënt alsook voor wetenschappelijke studies en onderzoeken. Maastricht UMC+ wenst zowel de balloon- als de self-expandable klep beschikbaar te hebben vanwege specifieke eigenschappen Om deze reden wordt er dus zowel een balloon- als een self-expandable klep gecontracteerd. Wanneer nummer twee in de beoordeling hetzelfde kleptype biedt als nummer één, wordt het gegunde volume van nummer twee aan de eerst volgende in de rangorde met het andere kleptype gegund en zal voor nummer twee dus een geraamd volume overblijven van maximaal 15%. De TAVI-zorg binnen ons UMC is van bijzondere aard. Het betreft hoogcomplexe, topreferente zorg waarbij de keuze voor een TAVI-platform patiëntspecifiek wordt bepaald door anatomische en klinische kenmerken. De implementatie van een nieuw TAVI-platform vereist opleiding, klinische ondersteuning, opbouw van ervaring binnen het Hart+Vaat Team en structurele monitoring van klinische uitkomsten, waaronder procedurele veiligheid en herinterventies. Een kortere maximale looptijd zou leiden tot een frequente wisseling van platformen en leveranciers, met risico’s voor continuïteit van zorg, training, voorraadbeheer, klinische performance en leveringszekerheid. De verlengopties worden niet automatisch benut, maar uitsluitend indien de klinische prestaties, leveringszekerheid, marktontwikkelingen en behoefte van het UMC dat rechtvaardigen.
