Justification for the duration of the framework agreement: De aanbestedende dienst wijkt af van de gebruikelijke maximale looptijd van vier jaar. Het bomenonderhoud wordt uitgevoerd in onderhoudscycli van drie jaar, waardoor één volledige cyclus circa drie jaar beslaat. Een looptijd van vier jaar biedt onvoldoende mogelijkheid om de resultaten van eerder uitgevoerde onderhoudsmaatregelen in opvolgende cycli te beoordelen en te benutten. Met een looptijd van zes jaar kunnen twee volledige onderhoudscycli worden uitgevoerd. Hiermee worden continuïteit, kennisopbouw, kwaliteitsverbetering en doelmatig beheer van het bomenbestand geborgd. De afwijkende looptijd houdt daarmee rechtstreeks verband met het voorwerp van de opdracht.
