Title: Brokerdienstverlening
Description: Met deze aanbesteding wil Summa een raamovereenkomst sluiten met één partij die fungeert als Broker voor de externe inhuur binnen de organisatie. De broker is verantwoordelijk voor een zorgvuldige en professionele wijze waarop de inhuur binnen Summa verloopt. De opdracht omvat de externe inhuur van externe professionals voor onderwijs gerelateerde functies, alsmede ondersteunende en beleidsmatige functies. De broker is verantwoordelijk voor het implementeren van een gestroomlijnd, transparant en rechtmatig inhuurproces inclusief de werving en selectie van mogelijke kandidaten, de contractering, administratieve afhandeling en het waarborgen van de toepasselijke wet- en regelgeving. De uitgaven aan externe inhuur, gebaseerd op historische gegevens, bedragen op dit moment op jaarbasis ongeveer €4.500.000,- exclusief BTW. Deze uitgaven zijn de afgelopen jaren redelijk stabiel, hierdoor is de algemene verwachting dat deze jaarlijkse uitgaven gedurende de looptijd van de overeenkomst een vergelijkbare omvang hebben. Bij een maximale looptijd van 6 jaar inclusief verlengingen, zoals beschreven in paragraaf 1.4, komt de geraamde waarde van de uitgaven aan externe inhuur gedurende de looptijd uit op €27.000.000,- excl. BTW.

Description of the options: Summa is op zoek naar een ondernemer die haar gedurende de gehele contractperiode kan ondersteunen in de uitgevraagde dienstverlening. Door het toepassen van een initiële periode van 2 jaar en daarbij 4 optiejaren wenst Summa een partnership op te bouwen met de Opdrachtnemer. Tijdens de initiële periode zal met de als tweede geëindigde partij een wachtkamerovereenkomst van toepassing zijn.
