Description: Om de STM ATBNG te testen dient een testtrein te beschikken over ATBNG. De testtrein dient een dieseltrein te zijn; de combinatie EVC en STM ATBNG kan alleen getest worden op ATBNG spoor. ATB NG-spoor ligt alleen in Nederland in Limburg en Friesland/Groningen (beide in concessie bij Arriva). Hier ligt niet geëlektrificeerd spoor. Voor een reële en representatieve test heeft een passagierstrein de voorkeur vanwege de lengte van de trein. De combinatie van het voorgaande brengt zich mee dat, omwille van de voorgenoemde technische karakteristieken, slechts de treinen van Arriva (zoals gefabriceerd door Stadler) voldoen. Er is geen redelijk alternatief of substituut daar er geen andere passagierstreinen zijn die over ATBNG spoor rijden dan die van Arriva. Een (andere) trein eerst laten ombouwen naar ATBNG brengt zodanige investeringen met zich mee dat het doen van deze investeringen niet als een redelijk alternatief wordt gezien. 3.000.000,-
