Description: De gemeente Den Haag wil dat iedereen in de stad prettig en betaalbaar kan wonen. Dit houdt in: een woning die gezond, veilig, betaalbaar, goed onderhouden, duurzaam en comfortabel is. Een woning die voldoet aan de Haagse basiskwaliteit is onder andere goed geïsoleerd, is in goede staat van onderhoud en wordt ook goed onderhouden. Dit is van belang voor comfort en het in bedwang houden van de energierekening, zeker in tijden van schokken in de energieprijzen. Het is ook van belang voor het beperken van de CO2-uitstoot, het realiseren van de energietransitie, verbeteren van de luchtkwaliteit en het realiseren van een klimaatneutraal Den Haag. Voor veel woningen in de stad is die basiskwaliteit nog niet op orde. Forse investeringen in isolatie en onderhoud zijn nodig. Inwoners van de stad lopen in de stappen naar de Haagse basiskwaliteit aan tegen hobbels op het vlak van organisatie, financiën, regelgeving, etc. Op die plekken waar dat het hardst nodig is wil het college vervolgens passende ondersteuning en gerichte aanpakken bieden. Om deze opgave te realiseren wordt er flink ingezet op het informeren, activeren, betrekken en onderzoeken van de woningen van onze doelgroepen voordat er besluitvorming en daadwerkelijke uitvoering plaatsvindt van de voorgestelde maatregelen. Daar heeft de gemeente ondersteuning bij nodig van de markt.

Description: Voor veel woningen in de stad is die basiskwaliteit nog niet op orde. Forse investeringen in isolatie en onderhoud zijn nodig. Om deze opgave te realiseren wordt er flink ingezet op het informeren, activeren, betrekken en onderzoeken van de woningen van onze doelgroepen voordat er besluitvorming en daadwerkelijke uitvoering plaatsvindt van de voorgestelde maatregelen. Eigenaren en bewoners worden volledig ontzorgd in deze aanpak als zij dat willen. Binnen de opdracht ligt de focus van perceel 1 op het informeren en activeren van bewoners. Ook het activeren van VvE's hoort hierbij. Wat wij willen bereiken is: Het meekrijgen van de woningeigenaar, particuliere verhuurder en leden Verenigingen van Eigenaren door deze te informeren, ondersteunen, adviseren en begeleiden richting het zetten van passende isolatiestappen in de woning (VvE-aanpak). Het meekrijgen van de woningeigenaar en leden Verenigingen van Eigenaren in kwetsbare sociaaleconomische posities richting het zetten van (kleine) energiebesparende maatregelen. Daarnaast kan de opdrachtnemer gevraagd worden om kleine energiebesparende maatregelen te installeren.

Eigenaren en bewoners worden volledig ontzorgd in deze aanpak als zij dat willen. In perceel 2 verschuift de focus van informeren naar het geven van energieadviezen. Wat wij willen bereiken is: Het opleveren van een maatwerkadvies of thermische inspectie met daarin alle mogelijke isolatiestappen en een duidelijke isolatievervolgstap op basis wat het best aansluit op de huidige situatie van bewoner/VvE. Het goed informeren van de bewoner/VvE, zodat deze weet wat de volgende stap is. Voor het adviseren gaat het om: Maatwerkadvies + energielabel (individuele woning) Maatwerkadvies-subsidie (inzicht in mogelijkheden (no-regret) en beschikbare subsidie) Maatwerkadvies- warmtefonds (voldoet aan de voorwaarden om hiermee een lening te kunnen afsluiten bij het Nationaal Warmtefonds) Warmtescan (thermische inspecties). Met o.a. koudebruggen, isolatiefouten en aanbevelingen voor isolatieverbetering.
