Title: Valpreventie
Description: Vanuit het GALA worden gemeenten geacht om valpreventie aan te bieden. Deze valpreventieve interventies worden aangeboden door fysiotherapeuten en moeten worden ingekocht. De valpreventie is nog niet eerder door de gemeente aangeboden (en ingekocht). Deze inkoop is een nieuw project waarbij we gaan kijken of en hoe dit bevalt en waarbij we ervaring opdoen hoe we valpreventie in de toekomst vorm willen gaan en blijven geven. Geraamde waarde is €450.000 voor drie jaar (twee initiële jaren met een mogelijkheid tot één jaar verlenging). De maximale waarde van de raamovereenkomst is de Europese aanbestedingsdrempel voor sociale- en andere specifieke diensten (€750.000).

Title: Valpreventie
Description: Op 3 februari 2023 hebben de Vereniging van Nederlandse Gemeenten (VNG), GGD GHOR Nederland, Zorgverzekeraars Nederland (ZN) en het ministerie van VWS gezamenlijk afspraken gemaakt op het gebied van gezondheid en welbevinden. Deze zijn vastgelegd in het Gezond en Actief Leven Akkoord (GALA). Met dit akkoord wordt een extra impuls gegeven aan preventie. Het GALA richt zich op zeven doelen; waaronder het doel vitaal ouder worden. Eén van de maatregelen van dit doel is de ketenaanpak valpreventie. Hiervoor worden gemeenten verantwoordelijk. De opdrachtgever wil vanaf 1 september 2024, mits alle noodzakelijke voorbereidingen zijn afgerond starten met de uitvoering van valpreventieve interventies door fysiotherapeuten in de gemeente Groningen. De opdracht omvat de uitvoering van de (erkende) valpreventieve interventies In Balans en Vallen Verleden Tijd. Deze interventies worden uitgevoerd in groepsverband op locaties waar het structurele beweegaanbod voor ouderen plaats vindt. Dit zijn sociaal culturele accommodaties in de gemeente Groningen. Op deze manier wordt het doorstromen naar structureel beweegaanbod vergemakkelijkt doordat de plek bekend en vertrouwd is. De opdrachtgever zorgt voor structureel beweegaanbod voor ouderen verdeeld over de gemeente Groningen. De opdrachtnemer zorgt voor informatieoverdracht richting de deelnemers van de preventieve interventies over het beweegaanbod. De opdrachtgever wil deelnemers van de valpreventieve interventies zoveel mogelijk stimuleren om te blijven bewegen. De raamovereenkomst wordt initieel voor een periode van twee jaar aangegaan. De opdrachtgever heeft eenzijdig het recht om de raamovereenkomst één keer met een periode van één jaar te verlengen. Opdrachtnemer dient geschoold en gecertificeerd te zijn om de valpreventieve interventies In Balans en Vallen Verleden Tijd aan te bieden. Afgaand op deelname percentages elders in het land verwacht de opdrachtgever dat er jaarlijks maximaal 43 groepen (300 deelnemers) een valpreventieve interventie volgen. Dit is een inschatting. Opdrachtgever kan geen volumegaranties geven (er is sprake van een Raamovereenkomst zonder afnamegarantie). Er is sprake van een overheidsopdracht voor sociale- en andere specifieke diensten, waarbij het Europese drempelbedrag van €750.000,- (ex. BTW) niet wordt overschreden. De totale waarde van de opdracht zal dit bedrag daarom niet overschrijden en kan gezien worden als maximale waarde.

Other justification: Betreft geen onderhandelingsprocedure zonder voorafgaande bekendmaking, maar een aankondiging van gegunde opdracht in het kader van transparantie richting de markt. De gemeente heeft onderzoek gedaan naar geschikte partijen die ervaring hebben met het aanbieden van valpreventieve interventie en middels dat onderzoek zijn zes partijen geschikt geacht die vanaf de startdatum valpreventie kunnen en willen leveren. Deze zes partijen zijn middels enkelvoudig onderhandse procedures voor een bepaald gebied gecontracteerd. De opdrachtgever wil met de valpreventieve interventies aansluiten bij het gebiedsgericht werken en dat er in ieder gebied een plek is waar de valpreventieve interventies worden geboden.
