Description of selection criterionTenderers are required to have a legally established company. Company Registration Certificate, foreign companies are required to have an equivalent certificate in the country where the company is registered, alternatively StartBANK.

Description of selection criterionTenderers are required to have authorisation for installation and maintenance of the ecom networks. If a tenderer will use sub-contractors for work that requires authorisation, the sub-contractor shall have the necessary authorisation for the part in question for the delivery. A copy of a valid authorisation certificate from the Norwegian Communications Authority, Nkom, or information on authorisation number, certified business and the extent of the authorisation.

Description of selection criterionTenderers are required to have satisfactory financial implementation ability to fulfil their obligations during the entire contract period. The size of the turnover, seen in relation to the contract value, can be emphasised. Credit rating report from a certified body or the auditor confirmed accounts for the last three years. The Directorate of Public Construction and Property will carry out a credit rating of tenderers. Tenderers may, in addition, be asked to submit auditor confirmed annual accounts, alternatively state StartBANK ID.

Description of selection criterionTenderers shall have experience from assignments concerning delivery/establishment of new buildings and constructed buildings that ensure mobile coverage (operation) and, if a tender is submitted for an option, the establishment of emergency network coverage. Assignments for new buildings within the museum, culture and education sector are seen as particularly relevant. Tenderers shall provide 3-4 reference assignments for equivalent deliveries. For each reference assignment, an account shall be given of which mobile operators the delivery included, what role the tenderer had, how cooperation with the operators was organised and how the responsibilities and assignments were distributed between the tenderer, operators and any sub-suppliers.
