Gezien de omvang van de opgave, de complexiteit van de beoordelingen en de beschikbare interne capaciteit, heeft WL ervoor gekozen om externe ondersteuning in te zetten voor de uitvoering van de resterende beoordelingen. Justification for the duration of the framework agreement: Voor deze langere looptijd is bewust gekozen vanwege de aard, omvang en complexiteit van de opdracht. De uitvoering van LBO2-beoordelingen betreft een meerjarig programma dat loopt tot en met 2034 en waarbij de resterende dijktrajecten gefaseerd beoordeeld worden. De looptijd van de raamovereenkomst sluit aan op deze planning en biedt voldoende ruimte om de werkzaamheden programmatisch en efficiënt in de markt te zetten. Daarnaast vraagt de uitvoering van LBO2-beoordelingen om specialistische kennis van zowel het beoordelingsinstrumentarium als van de specifieke kenmerken van de Limburgse dijktrajecten. Gedurende de looptijd bouwen opdrachtnemers kennis op van de areaalgegevens, gebiedsspecifieke omstandigheden, werkwijzen en kwaliteitsprocessen van WL. Deze kennisopbouw is essentieel voor een efficiënte en kwalitatief hoogwaardige uitvoering van de beoordelingen. Een kortere contractduur zou ertoe kunnen leiden dat gedurende de looptijd van LBO2 opnieuw een aanbesteding moet worden doorlopen en mogelijk nieuwe contractpartners instromen. Dit brengt risico’s met zich mee op het gebied van kennisverlies, overdrachtsmomenten, hogere opstartkosten en verminderde efficiëntie. WL acht het onwenselijk dat dijktrajecten halverwege het programma of binnen samenhangende trajecten door verschillende opdrachtnemers worden uitgevoerd zonder opgebouwde dossierkennis. Een langere looptijd draagt daarnaast bij aan procesoptimalisatie en efficiency. Door langdurige samenwerking ontstaat een leereffect tussen opdrachtgever en opdrachtnemer, waardoor processen verder kunnen worden gestandaardiseerd en geoptimaliseerd. Dit leidt naar verwachting tot een efficiëntere uitvoering, hogere kwaliteit en betere voorspelbaarheid in planning en kosten. Tot slot draagt een langere looptijd bij aan de aantrekkelijkheid van de opdracht voor de markt. Gezien de specialistische aard van de werkzaamheden en de schaarste aan ervaren capaciteit biedt een langdurige samenwerking voor marktpartijen voldoende zekerheid om capaciteit en specialistische kennis structureel beschikbaar te stellen voor WL.
