Procedure
Title: Furnizare cartuse diverse calibre
Description: În cadrul acestei proceduri se doreşte achiziţionarea de Cartușe diverse calibre, împărţite în 18 loturi, cu specificaţiile tehnice minime prevăzute în Anexa nr. 1 la prezentul Caiet de sarcini și în cantităţile estimate prevăzute în Anexa nr. 2 la prezentul Caiet de sarcini. Operatorii economici vor oferta pentru toate reperele şi pentru întreaga cantitate (cantitatea maximă a acordului-cadru), aferentă fiecărui lot, prevăzută în anexa 2 la prezentul caiet de sarcini. Orice solicitare de clarificări trebuie transmisă în SEAP (https://e-licitatie.ro/pub). Orice posibil candidat/candidat selectat are dreptul de a solicita clarificări privind documentaţia de atribuire. Termenul până la care orice posibil candidat/candidat selectat are dreptul de a solicita clarificări sau informații suplimentare în legătură cu documentația de atribuire este de 10 zile înainte de data limită de depunere a candidaturilor/ofertelor. Autoritatea contractantă-achizitor va răspunde, cât mai repede posibil, la orice clarificare solicitată, într-o perioadă care nu va depăşi, de regulă, 3 zile lucrătoare de la primirea unei astfel de solicitări din partea candidatului/candidatului selectat. Autoritatea contractantă-achizitor va transmite răspunsurile - însoţite de întrebările aferente - către toţi candidații/candidaţii selectaţi, luând măsuri pentru a nu dezvălui identitatea celui care a solicitat clarificările respective, prin publicarea acestora în SEAP la secțiunea Listă clarificări, Notificări și Decizii. În acest sens, operatorii economici au obligația de a consulta SEAP, pentru a intra în posesia solicitărilor de clarificări și a răspunsurilor la acestea. Fără a aduce atingere termenului de 3 zile lucrătoare menționat mai sus, în măsura în care clarificările sunt solicitate în timp util, răspunsul autorităţii contractante-achizitor la aceste solicitări trebuie să fie transmis nu mai târziu de 6 zile înainte de data-limită stabilită pentru depunerea candidaturilor/ofertelor. În cazul în care operatorul economic nu a transmis solicitarea de clarificare în timp util, punând astfel autoritatea contractantă-achizitor în imposibilitatea de a respecta termenul de 6 zile prevăzut mai sus, aceasta din urmă va răspunde la solicitarea de clarificare în măsura în care perioada necesară pentru elaborarea şi transmiterea răspunsului face posibilă primirea acestuia de către operatorii economici înainte de data-limită de depunere a candidaturilor/ofertelor. Orice solicitare de clarificări trebuie transmisă in format editabil, în SEAP, semnată cu semnătură electronică extinsă. Pentru a transmite o solicitare de clarificări Autorității Contractante-achizitor Operatorul Economic interesat acționează butonul "Adauga solicitare" din secțiunea "SOLICITARI DE CLARIFICARE / INTREBARI" disponibilă din detaliul procedurii. Autoritatea contractantă-achizitor va prelungi perioada pentru elaborarea candidaturilor/ofertelor în cazul în care nu are posibilitatea de a transmite documentaţia de atribuire sau răspunsul la solicitarea de clarificări în termenele-limită stabilite de ordonanţă de urgenţă nr. 114/2011, deşi a primit în timp util o solicitare în acest sens.
