Description: Nordre Follo municipality, on behalf of itself and the participating municipalities in FIK (The Joint Procurement Office), including Frogn, Vestby and Ås municipalities, invites tenderers to a competition for a framework agreement for the delivery and assembly of fences and gates. The aim of this procurement is to establish a framework agreement with one tenderer for the delivery, assembly and maintenance of fences and gates, including associated materials and services. The framework agreement shall cover the municipality ́s need for the establishment and maintenance of fences on municipal properties, including schools, nurseries, sports facilities, green areas and other public buildings and areas. The contract shall contribute to: Efficient use of resources through standardised deliveries and services. Predictability in costs and quality, as well as ensuring that the work is carried out in accordance with the current laws, regulations and municipal guidelines. Quick and flexible access to the necessary services when needed for new establishments, repairs or replacement of existing fences and gates. Security and functionality for the municipality ́s properties, adapted to different user groups and purposes.

Main features of the procedure: The framework agreement shall include, among other things: - Procurement and delivery of fences, braids, wrought iron and/or gates - Purchase and delivery of associated parts for fences and gates - Installation of new fences or gates - Assembly of fences and gates - Removal of fences and gates - Installation of electrical gates with associated elements The framework agreement also includes repairs of existing fences and gates, including patching netting, replacing and creating fence posts, gates, gate posts, hinges, locks, disassembly and removal of old fences/gates etc. The list above is not exhaustive. There can be other needs that are not listed, but that still belong to work in connection with the purchase and delivery of fences and gates. The contracting authority will be able to use its own personnel for assembly, installation, repairs and moving where appropriate. Nordre Follo municipality has separate framework agreements for landscape gardening with the accompanying services as well as separate contracts for contracts where building fences etc. can be covered by the already existing agreements and will, therefore, not be included in this agreement. The municipalities are dependent on the administrative and political decisions that are made at all times, including annual grants/budgets and the extent will therefore vary. The contract is subject to changes in the budget and other factors that can affect the delivery ́s value. Based on the current consumption, the procurement is estimated to be approx. NOK 8 million excluding VAT over 4 years, with a maximum framework value of NOK 12 million excluding VAT. The estimate is not binding for the Contracting Authority and does not give the Tenderer any requirement for a specific call-off volume or a specific turnover under the contract. Call-offs will occur continuously based on actual need.

Description of selection criterion: The tenderer is registered in a company register or a trade register in the member state in which the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member states may have to fulfil other requirements in the mentioned annex. Minimum qualification requirements The tenderer shall be a legally established company. Documentation: Norwegian companies shall submit a company registration certificate from the Brønnøysund Register Centre. Foreign companies shall submit proof that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Criterion: Other economic or financial requirements
Description of selection criterion: Regarding any other economic and financial requirements that have been stated in the notice or in the procurement documents, the tenderer declares that: Minimum qualification requirements Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Tenderers are required to have a bankruptcy rating equivalent to B (moderate bankruptcy risk) from Proff Forvalt (Proff AS) or better. Documentation requirement: The contracting authority will use Proff Forvalt (Proff AS) to assess fulfilment of the requirement. Therefore it is not necessary for tenderers to send this documentation. The tenderer is expected to have known registered information about the company in Proff AS. If a tenderer chooses to use a parent company to fulfil the requirement, a parent company guarantee must be enclosed. The contracting authority will then use Proff Forvalt to assess the parent company's bankruptcy rating. If the tenderer (e.g. newly established companies) is not subject to bankruptcy proceedings in Proff Forvalt, the tenderer is asked to enclose other appropriate documentation. This can e.g. be the company's annual accounts or extracts thereof, bank declarations or liability insurance certificates, ref. the Public Procurement Regulations §16-4. If one company will use the capacity of other companies to fulfil the requirements for economic and financial capacity, the contracting authority requires that they are joint and severally responsible for the execution of the contract.

Description of selection criterion: Only for services: In the reference period, the tenderer has carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years experience and allow experience from the previous three years to be taken into consideration. Minimum qualification requirements Tenderers shall have experience from comparable contracts. Comparable assignments means assignments that have similarities with this procurement in terms of the type of work, work locations, capacity and complexity, as well as a large customer group. Documentation: Description of the tenderer ́s up to 3 most relevant contracts in the course of the last 3 years. The description must, as a minimum, include a short description of the assignment, stating the values, dates and recipients of the assignment. It is the tenderer ́s responsibility to document relevance through the description.
Criterion: Measures for ensuring quality
Description of selection criterion: The tenderer utilises the following technical facilities and quality assurance measures and the tenderer ́s survey and research facility is as follows: Minimum qualification requirements Tenderers shall have a quality assurance system suitable for the delivery. Documentation: A description shall be enclosed of the tenderer's quality assurance methods. If a tenderer is certified in accordance with ISO 9001 or other relevant quality assurance certifications, it is sufficient to enclose a copy of a valid certificate.
Criterion: Environmental management measures
Description of selection criterion: Tenderers can employ the following environmental management measures in connection with the execution of the contract: Minimum qualification requirements Tenderers shall have an environmental assurance system suitable for the delivery. Documentation: Tenderers shall enclose an account of existing routines. If a tenderer is certified in accordance with ISO 14001 or other relevant environmental certification, it is sufficient to enclose a copy of a valid certificate.
