TitleProcurement of a complete new three axle hook vehicle with hook extension - SIMAS IKS
DescriptionSIMAS IKS shall enter into a contract for the delivery of a new three axle hook vehicle with hook lift, clear earth, registered and ready for operation. Binding requirements for the berths, additions, documentation, training, service and hand-over are stated in Annex 1 - Requirement Specifications hook vehicle. The competition also includes trade-in/purchase of SIMAS ́ existing hook vehicle. Tenderers shall take up a full price for a new complete hook vehicle and a separate procurement shed/trade-in price for SIMAS ́s existing hook vehicle. The trade-in price shall be as a positive value. Evaluated price hosted on the requisition as the sum of the price items included in the price evaluation, with deductions for the trade-in price. Tenderers shall fill in the sheet "Price Structure" in Annex 1 and upload a price attachment in kgv. Tenderers shall not enclose a joint net price where the trade-in value is from. The tender contest was held as an open tender contest for negotiations in accordance with the Public Procurement Act (LOA) and the Public Procurement Regulations (FOA) part III. All communication and delivery of tenderers shall occur via KGV (Artifik). The qualification requirement shall be documented by ESPD in kgv and it comprises legal establishment, economic and financial capacity, as well as technical and professional capacity, including relevant references and documented works stage network/service apparatus. The award will be based on the economically most advantageous tender, based on the following criteria: Price (40%), Environment (30%), Quality and provision (20%) and Service and running time (10%). The contract will benefit DFØ ́s standard contract terms for the procurement of goods with/or for installation/installation, with any clarifications as stated in the tender documentation and annexes.

Norwegian tenderers can automatically obtain a company registration certificate and tax certificate via e-Certificates where available. The requirement is documented through ESPD. The contracting authority can request annual accounts, turnover figures, key figures for solidity or other relevant documentation if this is necessary to assess the tenderer ́s financial capacity. SIMAS can reject tenderers where the economic and financial capacity of the host is assessed as exhausting in carrying out the delivery in a defence-friendly manner. Documentation requirements: The requirement shall be documented by a completed ESPD. The contracting authority can request annual accounts, turnover figures, key figures for solidity or other relevant documentation as needed.

CriterionTechnicians or technical bodies to carry out the work
Description of selection criterionTenderers shall have sufficient technical and professional capacity to deliver a complete new hook vehicle with hook lift in accordance with Annex 1 - Requirement Specifications hook vehicle. Tenderers shall have experience from relevant deliveries of lorries, hook lifts, additions, special skate clothes or equivalent deliveries. Tenderers shall be able to document at least two (2) relevant deliveries in the last three (3) years. Tenderers shall have access to the necessary technical competence and resources to coordinate the delivery of the chassis, hook extension, documentation, clearance and hand-over. The capacity can be based on the tenderer ́s available resources and/or documented access to sub-suppliers and collaborating partners. Documentation requirements: The requirement is to be documented by a completed ESPD. The contracting authority can request documentation of references, technical capacity, organisation of the delivery and access to the necessary sub-suppliers or collaborating partners before awarding or as needed.

Description of selection criterionTenderers shall have sufficient service capacity to carry out the warranty, service and follow-up responsibility in Annex 1 - Requirement Specifications hook vehicle. Tenderers shall have documented access to qualified service personnel, works capacity, technical support for the chassis and hook lift and the necessary parts logistics for SIMAS ́ geographical area. The capacity can be based on the tenderer ́s own resources and/or documented access to authorised factories, sub-suppliers and collaborating partners. Documentation requirements: The requirement is to be documented by presenting a completed ESPD/self-declaration. The contracting authority can request further documentation of the service apparatus, tool capacity, qualified personnel, technical support and spare parts access before awarding or as needed.
