Tinand cont de programele de reabilitare termica finalizate de autoritatea contractanta si pentru a asigura o distributie relativ egala a lucrarilor de reabilitare, dar si din considerente de eficienta in organizarea si executia lucrarilor si implicit a reducerii costurilor cu organizarile de santier si cu transportul materialelor si deseurilor, blocurile selectate de autoritatea contractanta au fost impartite geografic in 4 (patru) zone, respectiv in loturi, astfel:
