Main features of the procedure: Aanbestedende dienst heeft ervoor gekozen om de aanbesteding te verrichten via een Europese Openbare procedure. Er is gekozen voor het volgen van een openbare procedure omdat: • De transactiekosten van de inschrijvers van een normaal niveau zijn. Ondanks dat gunning plaatsvindt op basis van de beste prijs-kwaliteitverhouding en inschrijvers wordt gevraagd kwaliteitsdocumenten in te dienen, is er geen sprake van een uitzonderlijke offerte uitwerking; • Aanbestedende dienst een proportioneel aantal inschrijvingen bij de gekozen procedure verwacht op basis van recent uitgevoerd marktoriëntatie, waardoor met een Europese openbare procedure de meest passende mate van concurrentie kan worden gegenereerd; • De gevraagde dienstverlening relatief standaard is binnen de van toepassing zijnde markt. Het onderscheidend vermogen tussen de marktpartijen zit met name in de inrichting van de dienstverlening.
