Title: Surveillance, entretien et réparation d'ouvrages d'art et hydraulique sur le périmètre de la CCLLA
Description: Dans le cadre de sa compétence voirie, la Communauté de communes Loire Layon Aubance (ci-après dénommée la « CCLLA ») gère et entretient un patrimoine d’environ 200 ouvrages d’art et ouvrages hydrauliques répartis sur l’ensemble de son territoire. Ce parc est composé d'une grande diversité de structures, allant des murs de soutènement aux ponts de grande portée (ouvertures supérieures à 20 mètres), en passant par des dalots, aqueducs et ouvrages hydrauliques de dimensions variables. Afin d’en connaître l’état et de planifier sa politique pluriannuelle d’entretien et de réparation, la CCLLA lance la consultation d’un accord-cadre scindé en deux lots distincts : LOT 1 : Visites d’évaluation et constitution de la base de données patrimoniale Objet : Recensement, analyse des pathologies, notation de l’état des ouvrages (méthode type IQOA de 1 à 4) et propositions de travaux. Forme : Accord-cadre mono-attributaire exécuté par l'émission de bons de commande. , régit par le CCAG - Prestations intellectuelles (CCAG-PI). LOT 2 : Prestations de maîtrise d’oeuvre pour la réparation et la réhabilitation des ouvrages Objet : Études de conception, suivi des travaux et gestion des volets règlementaires (hydraulique, environnement, urbanisme) pour les ouvrages prioritaires (notamment classés 3 et 4). Forme : Accord-cadre multi-attributaire (2 titulaires) exécuté par la conclusion de marchés subséquents (MS), régit par le CCAG - Maîtrise d'oeuvre (CCAG-MOE). Sont exclus du présent marché les relevés topographiques, la réalisation d’investigations complémentaires, inspections détaillées ou analyses de premiers niveaux et la rédaction des pièces administratives des marchés de travaux à suivre. De plus, la CCLLA se réserve le droit de lancer des consultations spécifiques hors accord-cadre pour toute opération supérieure à 300 000 € HT ou d'une technicité particulière.

Si l’acheteur ne souhaite pas reconduire l'accord-cadre, il doit prendre une décision expresse de non-reconduction, qu’il notifie au titulaire au plus tard 90 jours calendaires avant la date d’échéance de l'accord-cadre initial ou d'une reconduction ultérieure. Le titulaire ne peut s'opposer à la non-reconduction de l'accord-cadre.
