Justification for the duration of the framework agreement: De opdracht ziet niet uitsluitend op het ledigen van inzamelmiddelen, maar op integrale afvaldienstverlening en afvalmanagement. Onderdeel hiervan zijn onder meer de implementatie van de dienstverlening, het leveren en beheren van inzamelmiddelen, het inrichten van rapportages en een digitaal portaal, het optimaliseren van afvalstromen, het verbeteren van afvalscheiding en het realiseren van duurzaamheids- en verbeterdoelstellingen gedurende de looptijd van de overeenkomst. Een langere looptijd biedt opdrachtnemer voldoende ruimte om de dienstverlening doelmatig in te richten en gedurende de contractperiode aantoonbare verbeteringen te realiseren.
