Justification for the duration of the framework agreement: Beoogd wordt de overeenkomst van start te laten gaan vanaf januari 2027. De overeenkomst zal dan aan worden gegaan voor de duur van 8 jaar, waarvan 4 jaar vaste looptijd en 2 maal de mogelijkheid om te verlangen met 2 jaar tot in totaal maximaal 8 jaar. Motivering voor het hanteren van de 8 jaar bij een raam overeenkomst: Adviseur dient gebouwkennis op te doen van alle monumentale dossiers/panden in de portefeuille (implementatie tijd), het betreft gespecialiseerde kennis of diensten die in de markt zeldzaam zijn en projecten met een lange doorlooptijd voor ontwikkeling en uitvoering, het is wenselijk goede advisering te hebben daar dit kan helpen bij de continuïteit en beslissing in uitvoering of afstoten van panden (politieke besluitvorming). Het onderdeel van de trajecten inzake de subsidies (sim-begroting en subsidie aanvragen) zijn uitgezet voor de duur van 6 jaar. Gezien het bovenstaande en de wens dat de adviseur zorg draagt voor opstart, begeleiding tijdens (directievoering) en oplevering van de monumentale projecten in de portefeuille en er dus voorbereidingstijd en nazorg ingecalculeerd dienen te worden in de looptijd van de opdracht ziet aanbestedende dienst het als gerechtvaardigd deze raamovereenkomst voor 8 jaar aan te besteden.
