Title: Servicii de dezvoltare, extindere și mentenanță a sistemului informatic al APIA de gestionare a cererilor de plată
Description: Se solicită prestarea de Servicii de dezvoltare, extindere și mentenanță a sistemului informatic al APIA de gestionare a cererilor de plată, în vederea îndepliniriii activităţilor specifice instituției pe care le desfăşoară în direcţia gestionării fondurilor europene şi naţionale destinate sprijinirii agriculturii, prin încheierea unui acord cadru. Serviciile de dezvoltare se vor realiza la solicitarea autorității contractante, prin atribuirea de contracte subsecvente, în funcție de modificările legislative, precum și de nevoile de dezvoltare aplicații identificate în acord cu cerințele de business identificate în procesarea cererilor de plată, stabilite în baza solicitărilor direcțiilor de specialitate din cadrul APIA, și în conformitate cu cerințele din caietul de sarcini. Obiectul prezentei achiziții și al Acordului cadru care urmează a fi atribuit, cuprinde, astfel cum reiese din Caietul de sarcini două mari categorii de servicii, după cum urmează: A. Servicii pentru dezvoltarea de funcționalități/module noi și actualizarea sistemului informatic existent SI-APIA, în acord cu modificările regulamentelor europene și naționale, respectiv schimbărilor organizaționale B. Servicii lunare de suport pentru exploatarea sistemului informatic, respectiv servicii de Call Center (nivel 1, 2, 3 și 4), mentenanță corectivă și administrare a sistemului informatic Specificitatea și cerințele tehnice ale fiecărei categorii de servicii este redată detaliat în Caietul de sarcini. În baza acordului-cadru se vor atribui contracte subsecvente care vor constitui temei legal pentru plată, în funcție de necesitățile autorității contractante. Contractele subsecvente se vor încheia cu respectarea tarifelor unitare pentru fiecare categorie de servicii în parte prevăzute în acordul-cadru şi cu încadrarea în fondurile bugetare alocate. Tarifele unitare prevăzute în acordul cadru, actualizate, după caz, vor guverna toate contractele subsecvente care urmează a fi atribuite pe parcursul derulării acordului cadru. Acordul-cadru va fi guvernat de tarife unitare specifice pentru fiecare categorie de servicii (tarife unitare/zi om pentru serviciile de dezvoltare, respectiv tarife unitare lunare pentru serviciile de suport și mentenanţă), tarife unitare care vor sta la baza atribuirii tuturor contractelor subsecvente care vor fi încheiate pe parcursul derulării acordului-cadru. Acordul cadru se va încheia cu un singur operator economic Calendarul estimativ de aplicare a procedurii de atribuire a acordului-cadru: Se estimeaza ca Acordul-cadru se va aplica în perioada: octombrie 2022 – octombrie 2026. Se estimează ca se vor atribui între 6 și 10 contracte subsecvente pe an în funcție de necesitățile APIA, ori de câte ori apare această necesitate. Se estimeaza ca pe parcursul celor 4 ani ai acordului cadru, să existe mai multe contracte subsecvente de valoare maximă ce se pot desfășura în paralel cât și o serie de contracte subsecvente de valoare mai mică. Descrierea detaliata a serviciilor care se solicita a fi realizate, precum și cerințele tehnice ale serviciilor, sunt prezentate în Caietul de sarcini. Operatorii economici pot solicita clarificări cu un număr de 18 zile înainte de data limită de depunere a ofertelor. Autoritatea contractantă va elabora şi posta în SICAP răspunsul la toate solicitările de clarificări depuse în termenul de mai sus, în a 11- a zi înainte de data limită de depunere a ofertelor.

Cantitatea maxima și minimă estimata de servicii care urmeaza a fi achizitionate pe toata durata acordului-cadru pentru categoria de Servicii pentru dezvoltarea de funcționalități/module noi și actualizarea sistemului informatic existent SI-APIA, în acord cu modificările regulamentelor europene și naționale, respectiv schimbărilor organizaționale, se regaseste în Anexa 4 la Caietul de sarcini - Cantitati minime si maxime estimate – subpunctul 1.2. B1.
