Solicitarile de clarificari referitoare la prezenta documentatie de atribuire se vor adresa in mod exclusiv in SEAP la sectiunea Intrebari din cadrul procedurii de atribuire derulate prin mijloace electronice, iar raspunsurile la acestea vor fi publicate in SEAP la sectiunea Documentatie, clarificari si decizii din cadrul anuntului de participare, autoritatea contractanta urmand sa nu dea curs solicitarilor adresate prin alta modalitate de comunicare decat cea stabilita.
Operatorii economici au dreptul de a transmite oferta numai in format electronic si numai pana la data-limita stabilita pentru depunerea ofertelor. Aceste raspunsuri vor face parte din documentatia de atribuire si este obligatoriu ca la elaborarea ofertei sa fie avute in vedere.
Mai multi operatori economici au dreptul de a se asocia cu scopul de a depune oferta comuna, avand obligatia sa isi legalizeze din punct de vedere formal asocierea numai in cazul in care oferta comuna va fi declarata castigatoare (Formularul pus la dispozitie in fisierul “Modele de formulare”). Atunci cand un grup de operatori economici depune oferta comuna, capacitatea tehnica si profesionala se demonstreaza prin luarea in considerare a resurselor tuturor membrilor grupului.
Operatorii economici au obligativitatea depunerii DUAE odata cu oferta, sub sanctiunea respingerii ofertei ca inacceptabila conf.art. 137 alin. (2) lit. b) din H.G. nr.395/2016.
Pentru îndeplinirea obligației referitoare la modul de transmitere a DUAE de către operatorii economici participanți la procedurile de atribuire, prevăzută la art. 60 alin. (1) și (4), art. 69 alin. (1) și (3), art. 123 alin. (2) și (3) din H.G. nr. 395/2016, cu modificările și completările ulterioare, respectiv art. 67 alin. (1) și (4), art. 76 alin. (1) și (3), art. 129 alin. (2) și (3) din H.G. nr. 394/2016, cu modificările și completările ulterioare, aceștia vor completa direct în SEAP, în secțiunea dedicată a procedurii de interes, DUAE-ul deja configurat de autoritatea contractantă. DUAE, astfel completat, va putea fi vizualizat și analizat de către autoritățile contractante în secțiunea dedicată acestuia.
Comunicarea privind rezultatul procedurii va fi transmis atat prin intermediul SEAP cat si prin intermediul uneia din urmatoarele modalitati de comunicare: fax/ email, dacă din motive tehnice comunicarea nu poate fi transmisă prin SEAP.
Toata procedura se va desfasura online, prin intermediul operatorului SEAP. Data si ora limita pentru depunerea ofertelor vor fi mentionate in invitatia de participare. Toate documentele care fac parte din oferta candidatilor vor purta in mod obligatoriu semnatura electronica extinsa conform art 60 alin 4 din HG 395/2016.
Neprezentarea propunerii tehnice si/scazut va fi desemnat câstigator.
Operatorii economici au obligativitatea depunerii DUAE odata cu oferta, sub sanctiunea respingerii ofertei ca inacceptabila conf.art. 137 alin. (2) lit. b) din H.G. nr.395/2016.
