Other justification: De motivering voor de procedure is deels gelegen in een technische reden (de bankfunctie), echter kan deze opdracht onderhands worden gegund op basis van de SAS-uitzondering. De dienstverlening valt onder de categorie van “sociale en andere specifieke diensten” als bedoeld in bijlage XIV van Richtlijn 2014/24/EU. Voor sociale en andere specifieke diensten geldt een vereenvoudigde aanbestedingsprocedure, gezien de beperkte grensoverschrijdende dimensie van deze diensten. De drempel voor een (vereenvoudigde) Europese aanbestedingsprocedure bedraagt € 750.000,00, tenzij er sprake is van een grensoverschrijdend belang. De verwachte contractwaarde voor de inkoop voor de uitvoering van schulddienstverlening voor zelfstandig ondernemers en de technische schulddienstverlening voor inwoners is lager dan € 750.000,00. Daarnaast is er geen sprake van een grensoverschrijdend belang, aangezien het onderwerp betrekking heeft op specifiek Nederlandse regelgeving met betrekking tot schulden.
