This provision permits a direct award for additional deliveries by the original supplier intended as partial replacement or extension of existing supplies, where a change of supplier would oblige the contracting authority to acquire material having different technical characteristics, resulting in technical incompatibility or disproportionate difficulties in operation and maintenance. Following a technical assessment, Landspitali concluded that only the Illumina NextSeq 2000 satisfies the mandatory criteria required to prevent such incompatibility and disproportionate costs: 1. Technical Compatibility: Full alignment with Landspitali’s active clinical diagnostics, laboratory information management systems (LIMS), and data analysis pipelines. Procuring a non-Illumina platform would disrupt this integrated ecosystem, requiring a complete reconstruction of downstream data analysis systems. 2. Clinical Continuity and Validation: Existing clinical testing methodologies have undergone a rigorous, 13-month clinical validation specifically for Illumina-based sequencing chemistry. A change of supplier would necessitate a complete re-validation of all diagnostic procedures, leading to a projected 9–12-month delay of clinical diagnostic services, posing an unacceptable risk to patient safety. 3. Operational Resilience: NextSeq 2000 ensures immediate hardware and protocol redundancy. In the event of instrument downtime, critical diagnostic runs can be seamlessly transferred to Landspitali’s existing NextSeq 550Dx and MiSeq platforms without protocol modification. No other supplier can offer this vital operational backup. 4. Capacity and Throughput: To meet current and projected clinical demands, the platform must support a mandatory minimum throughput of 40 Whole Exome Sequencing (WES) samples in a single run. NextSeq 2000 is the only platform within Landspitali’s existing Illumina-integrated ecosystem that satisfies this capacity requirement. 5. Reference Laboratory Integration: Landspitali relies extensively on collaboration with external international clinical reference laboratories for specialized testing, quality control, and data exchange. These reference institutions utilize Illumina-standardized technology. Maintaining a standardized Illumina platform is technically required to ensure seamless, error-free data exchange, inter-laboratory validation, and consistent clinical interpretation of diagnostic results.
